British Muslims who speak out against extremism are being warned that they could be targeted by members of the Somali militant group al-Shabab.

British Muslim commentator Mohammed Ansar said he was currently under police protection because of what he was told was a "credible threat".

It comes after al-Shabab militants posted a video online which named Muslims who have criticised jihadists.

Scotland Yard said it was investigating the video.

'Police visit'

The hour-long film, narrated by an unidentified man with a British accent, praises acts of Islamist terrorism.

Mr Ansar said he was visited by police and given protection earlier this week.

The imam and broadcaster Ajmal Masroor said he had also had a late night visit from two detectives after he was named in the film.

He said police warned him they had credible evidence of a potential threat against him.

But Mr Masroor told the BBC he would not be silenced and would continue to speak out against terrorism and extremism.

Muslim commentator Mohammed Shafiq tweeted: "I was also visited by the police and told of threats made against me."

Kenya attack

Mr Shafiq, from Rochdale, added that the threats had been confirmed by counter-terrorism police and he had been given extra protection.

The executive of the Ramadhan Foundation thanked his followers on Twitter for their support, saying: "Thank you for all the concern, love and support I've received after al-Shabab threats against me. I will never give in to terrorism."

Scotland Yard confirmed it had spoken to a number of individuals and said it was currently assessing the contents of the video.

At least 67 people died when suspected al-Shabab militants stormed Kenya's Westgate shopping centre on 21 September.

Al-Shabab is fighting to create an Islamic state in Somalia and is banned as a terrorist group by both the US and the UK.

The Islamist group, which is believed to have between 7,000 and 9,000 fighters, controls large parts of Somalia.

Commercialisation of education has turned it from the Universities in Somaliland into a Business By Mukhtar Mohamed Abby

Executive Summary and Recommendations 
The main purpose I have penned this article pertaining to the Universities in Somaliland is that I have been moved by in the wake of seeing hundreds of university graduates churned out day in day out by the multitude universities in the country, which their quality is highly questionable at the best, and that they are understandably established nothing short of commercial purpose. The bogus universities are capitalising on the desperate need for universities by the students shown enthusiasm about pursuing their higher education with these universities. The universities are seemingly untrammelled by the rules and the regulations of the government, and that there is inability on the part of incumbent dispensation to streamline and regulate the upsurge of the universities euphemism for commercial entities. 
The educational institutions specifically the universities are staunchly mushrooming in recent years throughout Somaliland. In the capital city of Somaliland, Hargeisa, alone there are large number of private universities chiefly run by the citizens of the country; the authorities of these universities are hell bent on how to commercialise the higher education system in the country by making capital out of the blissful ignorance coupled with the wants for universities, and colleges by the country's freshly Secondary school graduates, who diametrically keen on pursuing their higher studies with these bogus universities. The newly Secondary school graduates have no option, but to join one of these phony universities established for commercial purpose; the students are kept in a blissful ignorance by the authorities of the universities, whilst the quality education of the universities is highly questionable at the best . 
The increasing of the private universities in Somaliland reminds me of the gone days I had been an English teacher in Hargeisa, whereby private English institutions were instituted in every nook and cranny in the country in haphazard manner. By that time the government institutions have not been fully fledged, and there was markedly inability on the part of the respective government agency to check the quality education, and the rise of the English private schools as the government of the gone days has been busy with nation - building . 
The erstwhile dispensation of late President Egal had been obsessed with nation-building, and the other key infrastructures of his government, which were nonexistent. It was the responsibility of the successive administrations led by President Riyale and President Siilaanyo to come up with strategy to streamline the rise of the universities. 
Universities are for namesake 
Needless to say, university is the highest educational institution that provides the highest studies in any country on the face of earth as per this operational definition, the universities in the country have failed to fall under this benchmark or yardstick as they do not have defined syllabi, reference textbooks, libraries; students are not given seminars, presentations or assignments by their lecturers. There is also a dearth of seasoned teaching staff, who can professionally handle their 
respective papers assigned to them. Similarly, they do not have a board of examinations, or examiners, who designs the exams of the various departments of the university to take place in a synchronised fashion. As of now, each and every lecturer of the universities in the country corrects his exams for his respective paper – and there is likelihood that this could trigger a trust deficit between the students and the lecturer of the University for correcting his paper in haphazard manner. 
It is worth noting that the universities in Somaliland do not professionally maintain students' academic records, which would help the administration of the universities to easily keep track of the students' academic performances. Moreover, the educational backgrounds of the students enrolled in the universities are not traced or verified prior to their enrolment, but they are simply admitted to the course for which they show enthusiasm about it. Also, there is no continuity of the teaching staff at the universities each semester one lecturer leaves, whilst new one comes to handle the former's paper, and this brings about confusion to the students. 
Absence of Government rules and regulations towards curbing of the mushrooming Universities 
The current dispensation led by President Ahmed Siilaanyo of Somaliland, and its previous administration of President Riyale – have turned blind eye to check and improve the quality education of the mushrooming private universities being set up in a haphazard fashion by money minded people, whose sole purpose is nothing but to commercialise the higher education of the country by capitalising on the desperate need for universities by the public. 
Going by his political manifesto, while he has been in the opposition, President Siilaanyo in the recent past formed a Commission dedicated for higher education in the country headed by one of his cabinet ministers, who himself busy with the activities of his portfolio. The Commission for higher education is either ignorant about their job description in toto or they have wilfully overlooked of curbing the bogus universities increasingly mushrooming in the country. 
The so called Commission for higher education established by President Siilanyo of Somaliland had made no effort of any sorts to end the commercialisation of education which has turned it from the universities into a business ever since its inception. The principal aim for which this Commission has been set up is not yet known to the public at the large, and the people of Somaliland are still wondering the chief objective behind its formation. The increasing of the universities and the paucity of rules and regulations on the part of the current dispensation towards the universities to streamline clearly indicates that Siilaanyo administration is not bothering about the progress of the entire education system of the country. President Siilanyo appointed umpteen commissions ever since he came to power none of these commissions are not effectively functioning as is expected but remained on paper. 



The education Ministry is unfazed by the upsurge of the Universities. 
The education ministry is one the chief government agencies, which is said to be in charge of the educational institutions of the country, be the privately owned institutes, and that of the public. However, the right thinking citizens contend that the education ministry is seemingly unfazed by theupsurge of the phoney universities and that it dropped off the radar how to regulate the universities euphemism for commercial entities. 
The relations between the ministry and that of the universities is diametrically low key as this markedly indicates the education ministry of Somaliland is beyond its ability to monitor and oversee the surge of the universities in the country. And its presence is only felt while there are graduation bashes at the universities. 
In conclusion, if the incumbent dispensation of President Siilaanyo does not step in to restricting the growing universities in Somaliland meant for commercialisation of education in which their quality is highly questionable at the best – the entire country will be awashed with bogus universities, which will be untrammelled by the rules and the regulations of the ministry of education of Somaliland. 

Recommendations 
To the Government 
• Demonstrate a genuine commitment to quality education of the entire universities in the country, and at the same time keep track of their upsurge. 
• Introduce legislation regulating the privately owned universities, and also make sure that the universities in the country fully comply with the legislation. 
• Provide teaching training to all teaching staff of the various universities prevailing in the country. 
• Initiate an independent review of the syllabi of the universities. 
• Introduce legislation spelling out criteria for how to become assistant professor, associate professor and professorship. 
• Establish a commission that assess the quality of the universities by giving them grades corresponding to their level. 
• Effectively operationalise the Commission for higher education appointed by the current dispensation in order to perform duties and responsibilities assigned to them. 
• Verify documents of the new candidates being enrolled in the universities at the time of the admission. 
To the Universities 
• Demonstrate a genuine commitment to the quality of their teaching staff. 
• Establish board of examination that sets the exams of the university departments and at the same time corrects the exams. 
• Conduct the examinations of the various faculties of the university in a synchronised fashion. 
• Demonstrate a commitment to the students' overall attendance shall be 75 %. 
• Commercialisation of education shall not be the priority of the university. 
• Ensure that every student wears his/her university ID card, while inside the campus. 
• Seminars, workshops, and group discussions shall be encouraged by the university teaching staff. 
• Comply with the rules and the regulations of the ministry of education. 
• Sports and games shall be encouraged and be part and parcel of the syllabus of the university. 
• Library equipped with valuable books shall be made available at the university. Reading room and reference room shall be used at any time during the working hours; and the corridor steps and the area around it shall be a silent zone. 
• Separate toilet facilities shall be allocated for lady students plus prayer room. 
• Record of attendance of the teaching staff shall be maintained. 
• Dress code of the students shall be in conformity to that of our Islamic religion and student who wears indecent dress shall be warned. 
• Academic records of the students shall be maintained and each student's records shall be kept separately. 
• Old question papers of the successive term end exams shall be kept in the library and the students be intimated to refer them for the incoming exams. 


To the Students of the Universities 

• Observe punctuality and they shall avoid absenteeism and lateness. 
• Comply with the rules and the regulations of the university. 
• Behave like students and show respect to the teachers regardless his or her age or qualifications. 
• Wear the identify card on their person while on campus. The ID card shall be shown to any member of the staff or university officials when asked for, especially when dealing with the office and library. 
• Study silently in the classroom or go to the library if the concerned teacher is on leave. 
• Avoid sitting on the steps of any building at any time of the day. 
• Be very careful of smoking on the campus, and bringing Khat (Catha edulis) or any other eatables to the university campus. 
• Be heedful of using mobiles while class is going on keep mobile in silent mode during class hours. 
• Seek permission from the teacher taking the class to enter into the class if class is commenced before your arrival. 
• Be mindful to behave indecently while class is going on. 
• Attempt not to settle scores with your companions, faculty Deans, teaching staff or Pro- chancellor or the Chancellor. 
• Instigation of indiscipline by violence, groupism, class clashes etc by your words, slogans and behaviour shall be avoided. 
• Favouritism or especial treatment from the teachers shall be eschewed at any cost.

Governments, corporations and policy-makers must do more to realize the potential of young people worldwide, Deputy Secretary-General Asha-Rose Migiro said today, calling for action to overcome the structures and problems that are keeping youth unemployment rates high around the worldwide.

In an address in New York to a partnership event organized by the UN Economic and Social Council (ECOSOC), Ms. Migiro said the lack of decent jobs for young people had become a “key source of social and political upheaval” around the world recently.

“From Brooklyn to Cairo, Barcelona to Belfast, Tunis to Tripoli, too many young people are jobless and disaffected,” she said. “Some are poor, some are school drop-outs, some are highly educated but with no immediate prospects.

“But as we have seen all over the world, they are demanding their rights and a greater voice in economic and political life. I urge all of us to come together as never before to support a new social contract of job-rich economic growth. Here at the United Nations, we believe that we should start with young people.”

Secretary-General Ban Ki-moon has made the empowerment of youth one of his priorities for his second term in office. He is expected to soon appoint a UN special representative on youth issues who will be tasked with leading a UN youth volunteers’ programme and implementing a youth agenda.

Today’s partnership event, which brought together representatives of government, civil society and the business community is a preparatory exercise for the 2012 ECOSOC Annual Ministerial Review (AMR) to be held in early July.

In their remarks, delegates focused on more and better jobs for young people worldwide. The event included not only debates about youth employment challenges, but practical discussions on how collaboration among governments, social partners, the private sector and young people themselves can be maximized to increase employment. Young entrepreneurs also offered their views on what is required to create new and high-growth businesses that will employ young people.

Ms. Migiro warned that the diagnosis is grim, with research showing that youth joblessness leaves behind a “wage scar” that persists into middle age and serves as a predictor of future unemployment.

“Yet there are reasons for hope. Green jobs, new technologies and entrepreneurship all provide reasons for hope. Our challenge is to realize this potential. It is time for policy-makers to become more focused on the structures that perpetuate unemployment.

“Governments must open up labour markets that lock out younger workers. They should also strengthen human capital, in particular through education. Yet rigid labour markets are only part of the problem, and education only part of the solution. We must also redesign our monetary and fiscal policies to promote youth unemployment. Above all, getting young people into work demands economic growth.”

ECOSOC President Miloš Koterec told the event that there is a jobs crisis worldwide, including in affluent countries such as member States of the Organization for Economic Co-operation and Development (OECD).

He said today’s event was a unique gathering of countries, private businesses, foundations, employer organizations, labour unions, young entrepreneurs and youth advocates with the aim of devising new ways to tackle youth unemployment.

Mr. Koterec said proposals from the partnership event will serve as an input to the AMR.

For his part, Sha Zukang, Under-Secretary-General for Economic and Social Affairs, stressed that partnerships remain the way forward for dealing with complex challenges such as youth unemployment and for producing innovative ideas or solutions to long-standing problems.

CLARIFICATION BULLETIN

aving received concerns from various sources, both in and outside the Gadabursi TOL, the Tol Leadership Council (TLC) is issuing this clarification bulletin.

Over the past few months, members of the general TOL and others have expressed confusion about the distinction between the TLC as an organization and other entities such as Hiilqaran political party or any declarations for an Awdal State.

The TLC has NO affiliation whatsoever with either Hiilqaran or claims for an Awdal State.

The TLC is strictly a civic organization; it is not a political party or an opposition group. It draws voluntary membership from the Tol Diaspora community around the world; it applies no litmus test to its members other than to share in its vision and mission, and as such, respects the individual opinions and political affiliations of its members outside of the organization. As such, TLC members could be constituent elements of other organizations, political or civic, through the exercise of their rightful individual choices and decisions outside of the TLC.

We feel it is important to dispel any doubts or misinformation about the TLC and its objectives. The TLC does not aim to work against any community or government; it recognizes and respects the authority and prerogatives of the current traditional and political leadership of the Gadabursi TOL; it acknowledges and respects the authority and prerogatives of the governments of the region, namely Somaliland, Djibouti and Ethiopia, of which the TOL is a major part and parcel; it aims to work collaboratively with current traditional and political leadership of the TOL without regard to party or any other affiliation.

One of our primary goals is to build on the strengths of existing traditional leadership; to build on achievements already made; to enhance, not undermine, the need for close cooperation, peaceful coexistence, and collective safeguarding of communal rights and responsibilities with intimate and neighboring communities and the authorities of Somaliland, Ethiopia, and the Republic of Djibouti of which the TOL is an integral part.

More than anything, the TLC fully supports the precious peace, stability, and measurable progress the Somaliland communities have collectively established and nurtured over the past two decades. It is that enabling concord, democratic and constitutional order that have allowed its citizens to rebuild communal institutions and sustainable livelihoods in their various locales.

RESEARCH OFFICER

PSI Somaliland conducts research; monitoring and evaluation activities to provide information needed to design and implement programs and evaluate their impact. This research includes quantitative studies such as retail audits and mapping of outlets, as well as qualitative studies including formative research, pre- and post-testing of communication materials and brand development.  PSI works with local research organizations to conduct much of this research, however, some studies are conducted in-house. Currently PSI/Somaliland is seeking a Research Officer to coordinate manage its research activities:

RESPONSIBILITIES:   
1. Managing other members of the research team and demonstrating positive leadership for the Research Department
2. Using a client-centered approach to understand data users’ needs and provide them with necessary research inputs. Data users include PSI/Somaliland Country Representatives and heads of other departments.
3. Working with other PSI/Somaliland departments to increase the use of research for informed decision-making. Priority is given to construction of “dashboard” tables to inform audience segmentation, monitoring of populations, monitoring of services, and program evaluation
4. Creating and managing annual research portfolio, and adapting as necessary. Effective management will require the Research Department to work on multiple studies at the same time
5. Coordinating research activities between PSI/Somaliland, local research agencies, and/or consultants, and ensuring quality control over study design, field implementation and data collection, data analysis, and data interpretation
6. Executing short-term informal research projects for PSI/Somaliland.
7. Raising profile of PSI/Somaliland research internally and externally by ensuring study quality, performing advanced analyses, improving study designs, and providing departments with required and actionable inputs to improve programming
8. Coordinating with the Regional researcher for data analysis, regional research efforts and initiatives as required.

QUALIFICATIONS: 
· Master’s degree in social sciences, statistics, epidemiology/public health, or other related field;
· Strong organizational and logistical skills. Ability to coordinate research agenda and document research outputs.
· Strong statistical background
· Experience with computer software for data entry and analysis, including EpiInfo and SPSS.  Competence in word processing and spreadsheet software (Word, Excel). Experience with Access or other database management programs a plus.
· Experience with quantitative survey research including sampling, questionnaire design, recruitment of interviewers, interviewer training, pretesting and modification of questionnaires, fieldwork supervision, data entry, data cleaning and analysis, and report formatting and writing.

Role and Responsibilities

To set-up and manage Medair’s health project in the Sool and Sanaag regions and ensure proposal objectives are met within the appropriate timelines, and services are delivered within the overall budget and meet Medair quality standards. Also to provide technical support to national staff for the implementation of high-quality care in all health projects.

Project Overview

Health, Nutrition, and WASH programme in Burao town, and rural southern Togdheer region, Somaliland. Start up of Health, Nutrition and WASH programme in Sool and Sanaag regions. Potential project include Emergency Responses and/or expansion of initial programmes into areas with critical needs.

Key activity areas


Health Project Management
Develop and manage comprehensive activity plans covering the time frame of the projects as set out in project proposals.
Ensure implementation is according to and within project budgets.
Determine the project objectives and plans throughout the year.
Ensure accurate and timely reporting of activities according to Medair, donor and coordination bodies’ timeframes and formats.
Develop new proposals in cooperation with the Project Coordinator and Medical Advisor.
Support Medair’s health sector by recommending improvements and enhancements to the technical sector on health policies in the Medair e-library.
Oversee all clinical expertise on site and ensure capacity building and knowledge transfer occurs at all levels.
Coordinate with the UNICEF logistics department to ensure relevant project related supplies and equipment are available on site in a timely fashion.
Ensure the appropriate management of drugs, medical materials and equipment.
Ensure sectoral integration, learning, sharing, and adoption of best practices as outlined in Sphere to ensure the quality of projects.

Logistics
Prepare field orders in coordination with Health Manager and Medical Advisor.
Coordinate with Project Support Manager in Caynabo in order to ensure accurate communication with Nairobi logistics department and timely delivery of equipment and material on site.
Be responsible for supplying health facilities with necessary drugs and equipment in liaison with the Logistician and the Health Manager.

Staff Management
Line-manage and coach the Health Manager and the rest of the projects staff.
Ensure health staff are adequately trained within the operational and budget constraints.
Provide coaching and supervision to staff so as to ensure ownership and full responsibility for health activities.
Ensure a clear and transparent paper trail is prepared for handovers and smooth continuation of the role.


Qualifications
Medical Doctor or registered general nurse


Experience / Competencies
Five years clinical experience
Experience in setting up and implementing primary health care
Two years management experience
Aptitude for community mobilisation and capacity-building
Ability to live and work in conflict and rural environment
Knowledge and experience of primary health care principles and management

Facebook faces regulatory scrutiny over its handling of personal information after objections to the Irish data protection commissioner and the US Federal Trade Commission.

The Irish data protection commissioner is to conduct a privacy audit ofFacebook’s activities outside the US and Canada after an Austria-based group called Europe versus Facebook made 22 complaints.

A consortium of US privacy activists and researchers also wrote to the FTC calling for an investigation into Facebook’s “frictionless sharing” of reading, listening and viewing activity.

In a 14-page letter, the campaigners – which include EPIC, the Center for Digital Democracy and Consumer Action – also raised concerns about Facebook’s use of cookies to track users’ browsing even when they are logged out of the social network.

Privacy regulators in the UK, Ireland and Germany are already looking into a facial recognition feature that Facebook launched in June.

Gary Davis, Irish deputy data protection commissioner, said his office would conduct a detailed audit of the group’s activities outside the US and Canada next month.

He told the FT: “This audit will examine the subject matter of the complaint but also will be more extensive and will seek to examine Facebook’s compliance more generally with Irish data protection law.”

Facebook’s European headquarters are in Dublin, which makes its operations outside the US and Canada subject to Irish and European data protection legislation.

Most of the complaints relate to the collection and storage of personal information from Facebook’s users. They include allegations that the company does not delete personal information when it says it has been removed, tracks users’ internet use without their knowledge, and uses facial recognition technology to tag photographs in violation of users’ privacy rights.

Facebook is expected to provide the commissioner with its first reaction to the complaints as early as this week. But a report on the company’s compliance with Irish and EU data protection laws is not expected to be published until later this year.

The audit undertaken by the Irish commissioner does not preclude other European authorities from conducting their own investigations.

The company said: “Facebook’s European headquarters in Ireland manages the company’s compliance with EU data protection law. We are in regular dialogue with the Irish data protection commissioner and we look forward to demonstrating our commitment to the appropriate handling of user data as part of this routine audit.”

Ali Dizaei, the former police chief who was dismissed over convictions for corruption only for them to be quashed, has been reinstated as a commander at Scotland Yard, he says.

Dizaei, who spent more than a year in prison after being convicted of abusing his power as a senior police officer, still faces a retrial on the charges.

He said a police appeal tribunal unanimously dismissed his sacking. "I am delighted to be reinstated. I have always wanted to be a Met police officer and now vow to clear my name." There was no immediate comment from the Metropolitan Police Authority.

Dizaei was jailed for four years in January 2010 after a jury at Southwark crown court found that he had tried to frame a young web designer in a row over £600. Dizaei was dismissed from the police service in disgrace, ending a 25-year career. But in May this year, the court of appeal ruled that new evidence "significantly discredits" the principal witness against him.

Dizaei was a vocal critic of Scotland Yard's record on race and some of his colleagues were said to have greeted his conviction by popping champagne corks.

After his conviction his wife investigated the background of his main accuser, Waad al-Baghdadi, and found the jury at the original trial were asked to believe he was of good character, unaware he was allegedly using the name of his dead father to steal thousands of pounds from the British benefits system. Dizaei said the fact that his wife, who had no training in investigative skills, could uncover this, showed how poor the investigation by the Independent Police Complaints Commission had been.

During the appeal hearing it also emerged that Baghdadi told the jury he was born and lived in Iraq, when he was born in Iran. Baghdadi had also given the jury the wrong information about his date of birth and had not testified under his real name. The court of appeal found he had "maintained those false details … on oath before the jury" and was helped to enter the UK by a false document as he escaped "the cauldron of Iraq/Iran".
