Development Alternatives Inc. (DAI) has been selected by the U.S. Agency for International Development (USAID) to implement the Partnership for Economic Growth program in Somaliland located in Hargeisa.

The principal aim of the program is to promote stability through economic growth in Somali areas by designing targeted interventions in leading value chains. Livestock, the largest value chain in Somaliland, is one of the program's main focuses. Livestock production accounts for 60-65% of the country's gross domestic product (GDP). Among pastoralists, especially those classified as poor, 50-80% of income is derived from sale of livestock and 25-30% of food comes from livestock products. Sheep and goats account for 91% of all animal exports, and in 2010 a total of 2.352 million sheep and goats were exported through Berbera with an estimated value of over $160 million.

The serious challenges this sector faces for sustainability and growth therefore put a significant constraint on the country's economy. The Partnership program is committed to understanding these challenges in order to make this export more competitive and profitable for the Somali people. DAI invites research institutions, universities, and consulting firms and similar entities to submit a proposal to conduct a livestock end market analysis for livestock in Somaliland and Somali Areas for the USAID/Partnership for Economic Growthprogram (USAID Contract # AID-EEM-I-00-07-00009/AID-623-TO-11-00001). To provide support and strategic direction in the planning and successful implementation of the Oxfam GB ECHO Drought Cycle Management project in Somaliland as well as building the capacity of Oxfam and partner staff and the Somaliland Disaster Preparedness Authority in Disaster Risk Reduction and emergency response management. Oxfam GB is seeking a dynamic and an experienced Disaster Risk Reduction Advisor to provide technical support and guidance to Ethiopia-Somaliland Cross-border Drought Preparedness Project. The DRR Advisor will directly support the Somaliland component and will have close working relations with the Ethiopia side as well.

The Role

The role will support the program team, local partner's and government institutions in designing and implementation of community based drought preparedness activities and mainstreaming DRR, skills and experience in technical backstopping and capacity building. The post holder will work alongside the Livelihoods, Private sector, Governance and Humanitarian programs to ensure coordination, participatory and programme integration approach to achieve positive impact.

The Person

To be successful in this role you will have advanced degree in disaster management, livestock, range land or a related field. You will have relevant experience in developing countries; Somalia context and extensive understanding and experience of programming in humanitarian and/or development sector, particularly on disaster risk reduction, drought risk management or climate change adaptation. You will have proven ability to translate analysis into recommendations for practical actions including development of project proposals. In addition, you will have excellent teamwork, interpersonal skills. An excellent oral and written communication skills in English and knowledge of the local language is essential. You will demonstrate a high degree of self-motivation, able to deliver tasks while operating under pressure and in difficult environments. You will be able to spend significant time travelling to the project sites.

Background
Danish Deming Group (DDG) is a department under Danish Refugee Council (DRC). DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war.

Following extensive research into the threats to the safety of local communities in Somaliland, DDG developed and began implementation of a 2 year pilot Community Safety (CS) Program in April 2008. This is now a well-established and successful AVR programme, and is currently being expanded to include the District level of safety management, and in a specific Small Arms and Light Weapons (SALW) management project, recognising the threat from proliferation of uncontrolled SALW in Somaliland.

DDG’s community safety approach encompasses the following elements:

• Strengthening local institutions and enhancing local capacity for addressing safety needs
• Addressing immediate threats posed by explosive remnants of war
• Addressing small arms as a tool of violence
• Building capacity for conflict management and peace
• Strengthening relationships between security providers and communities

The program is rooted in a participatory process, where DDG assists target communities to assess their safety and security situation, define and prioritize their safety and security needs and identify resources to address these needs. The AVR Manager works closely with the District Safety Project Manager and the Country Director.

Responsibilities
The AVR Manager is responsible for monitoring, supporting and advising on operational aspects in the sections assigned to him/her. The AVR Manager has the following specific responsibilities:

A) Operations
• Mentor, monitor, advice and supervise the national programme staff in the assigned sections, ensuring that they carry out their duties and responsibilities in accordance with their job descriptions, the community safety operational guidelines and as tasked.
• Ensure that all activities within the assigned sections are coordinated with and complementary to each other and all other DDG Somaliland sections and other relevant programming including both DRC and external partners
• Make regular field visits to monitor and advise the national staff in programme delivery
• Maintain working relationships with DDG’s other AVR programmes within the Horn of Africa to exchange experience and ideas.

B) Programme Development
• Assist the Country Director in the on-going development of the Community Safety Programme and strengthening the links with other programmes of DDG and DRC in Somaliland.
• Ensure the staff are well trained and have the relevant skills and capacity to deliver the programme efficiently and effectively.

C) Stakeholder relations
• Liaise with local authorities; external partners etc. within his/her assigned areas of responsibility and coordinate with the Country Director and senior national staff.

D) Reporting
• Assist the senior national staff in the timely and quality compilation of monthly, quarterly and annual reports for their specific sections.
• Make regular field visits and reports
• Support the Country Director to prepare annual reports to the host government, donors and DDG Head Office as requested.

E) Admin/HR
• Monitor admin and HR aspects of his/her assigned sections, including monitoring the discipline and welfare of the programme staff and ensuring that the correct level of staff capacity is maintained.
• Line-manage the assigned senior national staff. The AVR Manager will also coach and mentor the senior national staff in management skills in relation to their teams.

F) Finance
• The AVR Manager is responsible for monitoring of the financial aspects of the activities in his/her assigned sections.

G. Other
• Additional tasks as given by the Country Director.

Qualifications
• University Degree, preferably Master’s in Social Sciences, Management, Law, International Development, International Relations or other relevant subject.
• Minimum of 3 years working experience at an international level with humanitarian international NGOs or operational UN agencies
• Minimum of 1 year field experience in conflict affected areas, preferably in Africa in general or Horn of Africa in particular
• Proven experience in project management, including budget management, reporting, staff management and monitoring and evaluation
• Preferably experience in the area of small arms light weapons, and/or community based safety programming
• Fluency in written and spoken English
• High degree of computer literacy

Personal competencies
• Leadership skills, including ability to build and motivate a team and willingness to deal with conflicts
• Political and cultural sensitivity, including ability to adapt well to local cultures. Please note Somaliland is a strict Sunni society.
• Proven ability to function well in an unstable and restricted environment

• Innovative and creative thinking
• Analytical and reporting skills

Conditions
Duty station: Hargeisa, Somaliland with frequent travel to other areas of Somaliland. This is a ‘non-family duty station’ and the person must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Accommodation is provided. The AVR Manager is expected to spend around 30-40% of the time in the field (outside Hargeisa)

Contract: 12 months - with possibilities for extension, subject to funding. Salary and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; The position offers regular R&R plus holidays. The position is subject to funding.

The Ministry of Education in Somaliland is implementing a major institutional and organisational development capacity building exercise. This programme is funded by the European Union with technical assistance provided by UNICEF, CfBT and Africa Educational Trust (AET). Under this programme the Ministry of Education would like to recruit a Gender Technical Advisor with INTERNATIONAL experience.

Working in an advisory capacity the post holder will provide technical support to the Ministry of Education, and specifically, the Gender Department/Unit in the Ministry, to enhance girls’ enrolment and participation in school, and mainstream gender in education policy, planning and systems. The TA will also support the MoEs to develop and implement social mobilisation and advocacy campaigns, conduct research and monitoring on barriers to girls’ education and support the Regional Education Offices’ Gender Focal Points.

The successful candidates will be offered an 8 months contract with a 2 months probationary period. He/She will work within the Ministry of Education under a UNICEF/CfBT service contract and will be answerable to the Director General of Education and may be expected to travel widely within Somaliland regions. They will be supported by / work with international consultants to embed institutional and organisational change.

Requirements for the Post:

§ Relevant third-level qualifications in gender in education or a related field (minimum post-graduate degree);

§ Appropriate international experience in a similar technical advisory role with a Ministry of Education or education entity on gender mainstreaming and girls’ education;

§ Demonstrated ability to conduct policy reviews and provide technical assistance for mainstreaming of gender in education policy and planning;

§ Able to identify key issues through quickly establishing good working relationships with key stakeholders;

§ Oral and written fluency of the Somali language with awareness of local issues is an advantage;

§ Minimum five years of overseas experience working in education and gender programmes preferably in the region or on a regional level;

§ Strong personnel management experience;

§ Good writing skills including previous proposal writing experience, and excellent command of English and IT;

§ Excellent coordination and collaboration skills with government ministries, donors andINGOs;

§ Willingness to travel and work in a challenging environment;

§ Available immediately.

Key Activity Areas


Health Project Management
In collaboration with the local NGO partners.
Develop and manage comprehensive activity plans covering the time frame of the projects as set out in project proposals.
Ensure implementation is according to and within project budgets. Alert Deputy Country Director Programme (DCD-P) and Medical Advisor of anticipated problems.
Provide guidance to the teams regarding objectives.
Determine the project objectives and plans throughout the year.

Logistics
Prepare field orders in coordination with the Health Manager and Medical Advisor.
Coordinate with the Project Support Manager in Burao in order to ensure accurate communication with logistics department and timely delivery of equipment and material on site.
Be responsible for supplying health facilities with necessary drugs and equipment in liaison with the Logistician and the Health Manager.


Financial Management
Ensure that all health expenses are according to budget and meet all Medair standards with regards to financial management, including accountability and good governance.
Inform the DCD-P on the forecast expenses for the following month.


Staff Management
Line-manage and coach the Health Manager and the rest of the projects staff.
Manage personnel-related issues within the project (job descriptions, recruitment, appraisals, management, development and training, and general well-being) in consultation with the DCD-P.
Ensure health staff are adequately trained within the operational and budget constraints.
Provide coaching and supervision to staff so as to ensure ownership and full responsibility for health activities.
Ensure a clear and transparent paper trail is prepared for handovers and smooth continuation of the role.
