Role and Responsibilities

To manage the Medair health programme in Somaliland, ensure proposal objectives are met within the appropriate timelines and services are delivered within the overall budget and meet Medair quality standards, ensuring the availability of the necessary supplies for the health project and ensuring appropriate usage.

Project Overview


Currently Health, Nutrition, WASH programmes exist in the Togdheer region, Somaliland. Potential projects include livelihood programmes, emergency responses and/or expansion of initial programmes into new areas with critical needs based on new assessments.

Initial Contract Details:12 months minimum, 100%

Key Activity Areas


Health Project Management
In collaboration with the local NGO partners.
Develop and manage comprehensive activity plans covering the time frame of the projects as set out in project proposals.
Ensure implementation is according to and within project budgets. Alert Deputy Country Director Programme (DCD-P) and Medical Advisor of anticipated problems.
Provide guidance to the teams regarding objectives.
Determine the project objectives and plans throughout the year.

Logistics
Prepare field orders in coordination with the Health Manager and Medical Advisor.
Coordinate with the Project Support Manager in Burao in order to ensure accurate communication with logistics department and timely delivery of equipment and material on site.
Be responsible for supplying health facilities with necessary drugs and equipment in liaison with the Logistician and the Health Manager.


Financial Management
Ensure that all health expenses are according to budget and meet all Medair standards with regards to financial management, including accountability and good governance.
Inform the DCD-P on the forecast expenses for the following month.


Staff Management
Line-manage and coach the Health Manager and the rest of the projects staff.
Manage personnel-related issues within the project (job descriptions, recruitment, appraisals, management, development and training, and general well-being) in consultation with the DCD-P.
Ensure health staff are adequately trained within the operational and budget constraints.
Provide coaching and supervision to staff so as to ensure ownership and full responsibility for health activities.
Ensure a clear and transparent paper trail is prepared for handovers and smooth continuation of the role.

Qualifications
Medical Doctor or registered general nurse

Experience / Competencies
5 years clinical experience
Experience in setting up and implementing primary health care
2 years management experience
Knowledge and experience of Primary Health Care principles and management
Proven ability of writing high level reports
Able to take the initiative in project decisions
Creative, open minded, flexible, honest
Ability to live and work in conflict and rural environment
Experience at cross cultural communication techniques
Planning, assessment and analytical skills
Able to prioritise clearly and oversee multiple tasks
Team player with good interpersonal skills

Minimum three months of overseas intercultural experience
Strong working knowledge of English (spoken and written)

Successful completion of Medair’s Relief and Rehabilitation Course (ROC)

Working Conditions
Currently Medair runs its Togdheer programmes from a base in Burao, the second largest city of Somaliland.
Medair international / Kenyan staff are accommodated in a team house in Burao.
The team house is well equipped with running water and reliable electricity supply and is shared with 5-8 other International / Kenyan staff members.
