BOOST FOR DEVELOPMENT IN SOMALILAND

Today the Somaliland authorities, along with the UK's Department for International Development and DANIDA, committed to working together to improve the lives of the people of Somaliland. A Memorandum of Understanding was signed between the Government of Somaliland and its Somaliland Development Fund development partners at the Presidential Palace in Hargeisa.

The SDF provides a single channel through which donors can support Somaliland's development goals. It supplements Somaliland's own resources to help deliver the National Development Plan (2012-2016) and associated Somaliland Special Arrangement. It demonstrates a level of confidence and trust in the level of progress achieved in Somaliland. The SDF aims to reduce the fragmentation of development assistance going to Somaliland, and give the Somaliland Government ownership over how and where the funds are spent.

Speaking at the event President Silanyo welcomed the agreement.

"Somaliland has demonstrated its commitment to ensuring, peace, stability and development over the years and has been supported by its partners and close friends, specially the UK and the Danish Government's. The SDF is a vote of confidence in Somaliland's efforts to meet the Millennium Development Goals and create a strong and sustainable country. We thank the UK and Danish Government's for their commitment and faith in our people and our systems."

The SDF aims to contribute to a more stable and prosperous Somaliland. Achieving stability and prosperity is dependent on citizens receiving core public services and the Government engaging with their citizens through transparent and accountable systems.

The SDF will deliver the following headline results:

· Delivery of core state functions by Central and local government in Somaliland

· Improving service delivery – initially focused on roads, livestock, water, and the environment. This will include:

o Rehabilitation of Hargeisa to Berbera road, and feasibility study of Burao – Erigavo road providing much needed infrastructure and links to Berbera port and regional markets

o Upgrading of Hargeisa urban water supply to benefit an additional 500,000 people as well rural potable water supply to 200,000 people

o Construction of two livestock holding grounds to support exports and the livestock sector which is the mainstay of the Somaliland economy

o Regeneration and protection of rangelands to enhance productivity

o Promotion of reforestation through community managed tree nurseries

· Political commitment delivers public financial management and wider public sector reforms, leading to improved accountability and government strengthening.

UK Ambassador Mr Neil Wigan and Danish Ambassador Mr Geert A. Andersen, signed the MOU together with the Head of DFID Somalia Ms Joanna Reid.

"Our visit represents the continued commitment of the UK and Denmark to support Somaliland. We recognise the efforts the government is making to strengthen governance, and providing access to equitable basic services for all citizens of Somaliland" said Mr Wigan

"The Somaliland Development Fund will ensure that ordinary people in Hargeisa and across Somaliland will benefit from improved services. For example 500,000 men, women and children will soon have access to a clean water supply" added Ms Reid.

Mr Geert A. Andersen said, "Having visited Somaliland on several occasions, I am truly impressed by the progress seen in so many areas. Our support to SDF and other areas is based on a close partnership with Somaliland having demonstrated leadership and ownership. SDF is the New Deal in practice."

Religious violence prompts genocide fears in CAR

BOSSANGOA, 27 November 2013 (IRIN) - Shocked by an escalation of killings, rapes and other abuses committed by Muslims against Christians, and vice versa, in the Central African Republic (CAR), leading clerics from both faiths recently travelled together to preach peace and listen to tales of horror.

The level of violence, lawless and impunity that prevails in CAR - where a "human catastrophe of epic proportions is unfolding", according to Amnesty International - is so great that Archbishop Dieudonne Nzapalainga and Oumar-Kobine Layama, the country's leading imam, had to travel under an armed escort.

The latest chapter in CAR's history of violence began in December 2012 [ http://www.irinnews.org/report/97085/ ], when a coalition of predominantly Muslim rebel forces - known as Seleka - bolstered by mercenaries from neighbouring Chad and Sudan and convicts sprung from prison, advanced southwards, eventually toppling president Francois Bozizé in March.

In response to the rebellion and the wave of lawlessness that followed the official disbanding of Seleka in September, and in the absence of police or other state security forces, the largely Christian population in villages across the north formed self-defence units called anti-balaka ("anti-machete" in the Sango language.)

 "Now we need to ask ourselves, do we want to push this country towards inter-confessional war, or should people work together and build this country? This is what leaders need to consider," said Nzapalainga in Bossangoa - 300 km north of the capital, Bangui - where some 36,000 people are seeking refuge in the grounds of the Catholic mission as well as in a school.

In all, some 400,000 people are displaced in CAR, most of them living in the bush with little access to clean water or humanitarian relief.

The country had "reached the worst of the worst" in every sense, he said.

"We've never seen people fleeing to a Catholic mission for safety, kids abandoning their schools in their masses, hospitals without medicines, or the Christian and Muslim populations turning against one another," he said.

Fears of genocide

The town's bishop, Nestor Aziagba, and Imam Layama both spoke of their fears of a genocide, a prospect also recently evoked by French Foreign Minister Laurent Fabius, senior UN officials as well as human rights activists.

"The rebels fight the non-Muslim local population, and then the [anti-balaka] militias fight back the rebels and the Muslim community. We are at this divide, this sharp divide, between the Christian and the Muslim community," said Aziagba.

"What I want to prevent is a war against brother and sisters who have been living side by side for many years," he said, admitting this was impossible without greater commitment from the new government led by Michel Djotodia, the country's first Muslim head of state. For his part, Djotodia has conceded he has little or no control of the former rebels.

"But unfortunately this government is not assuming its responsibilities," Aziagba said.

Loyama appeared shocked by the level of destruction he had seen on the way to Bossangoa.

"What we have seen surpassed our understanding, as what we saw along the road is that there are really no towns anymore," he said.

"We, the religious leaders, are trying to do our part, but we ask the government to also do their part. It's not all the Christians that are anti-balaka, like we're hearing here, or that all the Muslims are Seleka, which is the perception," he added.

Mayhem

Among those seeking sanctuary in the Catholic mission is Lucie Blanche Feiganzanoli, who said Seleka forces came and razed her entire village of Bodili in September, murdering her husband, slashing other family members with a machete and killing five of her neighbours.

"I saw the Seleka take my husband. They bludgeoned him. They attacked his mother after that, and killed him," she said.

One aid worker, who requested anonymity for fear of reprisals, recounted a dizzying litany of abuses and killings collected from civilians over recent months.

"One woman came to give birth on the 10th of October. On the 11th, the Seleka came to the village and shot her dead." Another woman's husband "was put in a bag with a stone, tied up and thrown in the river the same day she gave birth".

Halima Bouba, from the village of Zere, is among 2,000 Muslims now living in Bossangoa. She says the self-defence units - reportedly backed by remnants of Bozizé's army - are no less vicious that the former rebels.

"The anti-balaka came and attacked our house at 5am. They caught my husband on the veranda and sliced him on the head, the side, the back with a machete as they held him," she said.

Bouba escaped with her four-year-old daughter and another child from a co-wife, but fears everyone else was caught and that none were spared.

"They beat a child until he died. He was 13," she said adding that she saw around 27 people killed and eight injured before running to hide in the bush.

Halima Adamou, whose twin 20-year-old brother was one of seven Muslim men dragged off a bus and killed by anti-balaka, said she did not know if she could ever return to her village and trust her neighbours, even though "the Christians have all left their houses."

According to the aid worker, another Muslim woman "went to graze her cows, and on the road came across anti-balaka. They killed 20 people. She was the only survivor, but she was slashed with a machete."

In a recent report to the Security Council, UN Secretary-General Ban Ki-moon warned: "This cycle, if not addressed now, threatens to degenerate into a country-wide religious and ethnic divide, with the potential to spiral into an uncontrollable situation, including atrocity crimes, with serious national and regional implications."

Amy Martin, the head of the UN Office for the Coordination of Humanitarian Affairs in CAR, told IRIN: "My biggest fear is that this will come to Bangui."

General Babacar Gaye, the head of the UN Peacebuilding Office in CAR (BINUCA), said, "If nothing is done, there is a risk that. a confrontation between ex-Seleka and spontaneous self-defence groups may turn into a confrontation between Muslims and Christians. But we are yet to be there. We have to say that we are not there so far."

Prophete Ngay-Bola, who is holed up with his family in Bossangoa, would disagree. He left his village in the wake of a Seleka attack.

"As soon as they got there, they started killing people. Even all the Muslims that come from this area. They all have guns. They all have guns and machetes and started killing people. They're people who are not soldiers, they're rebels who have come to destroy the country," he said.

"We pray that there's a Christian president," he added.

Seeds of hate

Bishop Aziagba described the situation as "primarily a political crisis. One person was helped by mercenaries from Chad and Sudan to get into power.

"Once he got into power, he was supposed to be president for the whole country. Unfortunately, most of the mercenaries who helped him to get into power are Muslims, mercenaries from abroad. They don't have any feeling for the local population, so they started committing abuses, looting their properties, cows, ransacking their crops, burning down everything they had," he added.

Louisa Lombard of the University of California at Berkeley noted in April 2013 that many Muslims in CAR had long put up with discrimination:
[ http://africanarguments.org/2013/04/02/central-african-republic-president-michel-djotodia-and-the-good-little-putchist%E2%80%99s-tool-box-by-louisa-lombard/ ] "People from southern CAR frequently refer to all north-easterners as 'foreigners' (Chadian or Sudanese), meaning that regardless of their actual citizenship status, they do not belong in the country. When they travel, people from the Northeast are targeted for special surveillance because of their alleged 'foreignness'. For instance, on the many roadblocks operated by branches of the state security forces, rebels and/or others, people with Muslim-sounding names or dress are frequently subject to harassment and extra extortion."

The International Crisis Group, in a report published in June 2013 [ http://www.crisisgroup.org/~/media/Files/africa/central-africa/central-african-republic/203-central-african-republic-priorities-of-the-transition.pdf ], wrote that the latest rebellion was "conducted by disgraced former politicians looking for vengeance and a return to political power. Seleka is therefore a heterogeneous coalition of Central African and foreign combatants who have nothing in common except being Muslims."

The report added: "The political, geo-ethnic and religious balance within the country's leadership has been shaken up, provoking fears and confusion in CAR and in neighbouring countries. The military aircraft transporting the Seleka's wounded flew to Khartoum and Rabat, the visit made by Central African leaders to Qatar, and the concerns expressed by neighbours (South Sudan, Uganda, Congo-Brazzaville) about the rise of religious fundamentalism have created a climate of suspicion and dangerous religious tensions within the country and the region."

In a September 2013 article for the International Peace Institute Global Observatory [ http://www.theglobalobservatory.org/analysis/577-central-african-republic-back-to-war-again.html ], French researcher Roland Marchal said Seleka fighters had "notional inclinations for political Islam" but also shared "a strong sense of communal identity and a will to avenge previous CAR regimes and their beneficiaries identified as Christians."

Some of those seeking sanctuary in Bossangoa are convinced the fighters that made up Seleka are more interested in wealth than political power and are using religion as a pretext to obtain it from CAR's natural resources., such diamonds, gold and timber.

Dofio Rodriguez saw his brother's throat slit by Seleka in a Bossangoa police station and says three other family members were killed on the roads. He narrowly escaped an attack on a gold mining area 30km from the town, to which he said local Muslims had led the fighters.

"Before, we had good relations with Muslims who were in the bush with us, looking for gold at the same time. But since the Seleka have come, they just want to kill us and take all we have," he said.

Is Africa ready for GM?

KISUMU/KAMPALA, 27 November 2013 (IRIN) - Even as food insecurity continues to afflict impoverished and disaster-affected populations around the continent, African policymakers and consumers remain deeply divided over the potential harms and benefits of genetically modified (GM) foods, which advocates say could greatly improve yields and nutrition.

A recent study published in the journal Food Policy, titled Status of development, regulation and adoption of GM agriculture in Africa, shows that heated debates over safety concerns continue to plague efforts to use GM crop technology to tackle food security problems and poverty. Yet results from the four African countries that have implemented commercial GM agriculture - Burkina Faso, Egypt, South Africa and Sudan - suggest an improvement in productivity. In South Africa, a 2008 study showed an 11 percent grain yield advantage when using GM maize, and in Burkina Faso, the technology has led to a 15 percent increase in cotton. "Compared to conventional plant breeding methods, GM technology is less time-consuming and more accurate in acquiring the desired objectives," said Carl M.F. Mbofung, a professor at the University of Ngaoundere, Cameroon, said at a 2010 conference on agriculture in Africa. [ http://aatf-africa.org/userfiles/GMOs-for-African-Agriculture-ASSAf.pdf ]

A 2011 report by the Melinda and Bill Gates Foundation, which strongly supports the use of GM technologies, noted that the average yield of cereal per acre was seven times greater in the US, where GM crops are widely used, than it was in sub-Saharan Africa [ https://docs.gatesfoundation.org/Documents/agricultural-development-strategy-overview.pdf ]. While better infrastructure can account for some of this difference, the report argues that a failure to invest in GM crops is partly responsible.

Still, there remain significant challenges across the continent regarding the need to build robust regulatory frameworks and to bridge the knowledge gap between scientists, policymakers and the public to allow for informed decisions.

Regulating GM

The Food Policy report suggests that when effective biosafety regulatory frameworks are in place, GM is more likely to be widely adopted and accepted.

The authors interviewed 305 respondents from Egypt, Ghana, Kenya, Nigeria, South Africa and Tunisia - countries that are already cultivating GM crops or have large research and development programs devoted to it.

Only South Africa had European-style risk assessment frameworks, according to the report, and of the six countries, stakeholders there expressed the most support for GM technologies and said that GM crops had a high level of adoption.

By contrast, a US Department of Agriculture 2012 Agricultural Biotechnology report noted that, "Tunisia still has no legal framework dealing with the introduction, use and marketing of agricultural biotechnology." "In view of the challenges identified in developing and regulating GMOs [genetically modified organisms] in Africa, there is an urgent need for all countries to establish a regulatory framework that will lead to a comprehensive and balanced evaluation of GM products," said the Food Policy report.

The Food Policy also study suggested that following the European Union's (EU) European Food Safety Authority (EFSA) risk assessment model is one possible way to reduce the perceived risks associated with GM crop cultivation. Having a centralized continent-wide agency would reduce the individual cost of each country creating a separate regulatory risk assessment board.

"Aside from this, I do not see the advantage of copying or adopting the EU model of the EFSA as it has not enhanced the adoption of the GE [genetically engineered] crops in the EU. We are more concerned [with] meeting our food and nutrition insecurity needs in Africa, which are non-issue[s] with the Europeans," Diran Makinde, director of the African Biosafety Network of Expertise, part of the New Partnership for Africa's Development (NEPAD), told IRIN.

Issues of political will could also threaten to undermine a continent-wide regulatory project, according to the report.

Bridging the knowledge gap

In recent months Kenya has stepped up campaigns on biotechnology education and awareness.

At a seminar organized by the Open Forum on Agricultural Biotechnology in Africa, Governor Benjamin Cheboi of Kenya's Baringo County released a statement saying the technology holds great promise for the holistic economic development of a nation.

"It has become crucial for sustainable development in every biological sector including agriculture, forestry, medicine and environment, yet lack of information undermines its adoption in the country," his remarks stated [ http://www.isaaa.org/kc/cropbiotechupdate/article/default.asp?ID=11536 ].

Makinde agreed that there are not enough avenues for farmers to get information about GM crops and biotechnology. "Africa needs to put regulations on information resources, training and education that will involve short- and long-term trainings in biosafety, tailor-made workshops, internships and study tours - as seeing is believing - linkages and networking," he said.

Gradual adoption

The Food Policy report notes that some countries, such as Ghana and Kenya, are likely to use a three-step approach - known as Fiber-Feed-Food, or F3 - to adopt GM crops.

Through this method, Bt cotton will be adopted first, followed by livestock feed, before producing GM foods for human consumption. This allows time for the necessary risk assessments to be carried out.

"Farmers and consumers need to experience the benefits of the technology in terms of the economic benefits to farmers, and quality of food for human/animals, and environmental benefits with the decrease use of pesticides," said Makinde.

He added that so far benefits have been realized from insect-resistant cotton, insect-resistant and herbicide-tolerant maize/soybean for livestock, insect-resistant maize, and nutrient-enriched food commodities like cassava, cowpea, banana, rice and sweet potato for humans.

"The approach is essentially designed to familiarize farmers and [the] public with the new technology and to allay concerns about potential risks of GMOs," said the report.

U-turns on policy

But it is clear that the adoption of GM crops is still highly contentious. Kenya, under former president Mwai Kibaki, in November 2012, ordered a ban on GM food until the government is able to certify that there have been no negative health effects.

"The ban will remain in effect until there is sufficient information, data and knowledge demonstrating that GMO foods are not a danger to public health," said a statement by Kibaki's cabinet. [ http://www.statehousekenya.go.ke/news/november2012/2012081102.htm ]

The ban followed a controversial study [ http://www.sciencedirect.com/science/article/pii/S0278691512005637 ] linking cancer in rats to GM food consumption; the study's methodology was criticized as flawed by independent scientists [ http://www.bbc.co.uk/news/science-environment-19654825 ].

According to the lead agency dealing with the regulation of GMOs in Kenya, the National Biosafety Authority, the ban is only for food and does not include experiments within laboratories or in confined field trials.

The ban carries fines of up to 20 million Kenya shillings (about US$230,000) and a 10-year jail term for traders failing to comply, and also requires that all GM-derived products be labelled from production to marketing.

The African Biotechnology Stakeholders Forum (ABSF) maintains that the Kenyan government has put in place structures to ensure GMOs are used safely.

"The Kenyan government has taken a forward-looking stance in providing an enabling environment for the safe and responsible application of modern biotechnology," the ABSF report said.

Mixed perceptions

In Uganda, too, legislators have been hesitant to pass laws supporting the development of GM technologies. The 2012 National Biotechnology and Biosafety bill, which aims to provide a regulatory framework for the safe development, research and general release of GMOs, was deferred by legislators in February 2013.

"The whole concept of GMOs has been riddled with fears and misconceptions," Michael Lulume Bayigga, Uganda's shadow health minister, told IRIN. "The owners of these GMOs are whites in the US, Europe and China who are looking for market[s] in Africa. They are creating markets and empowering themselves. These GMOs are tools of imperialism."

He added: "I will cautiously support GMOs as long as they have been developed, modified and tested by our own [African] scientists. But this engineering is worrisome."

"We are going to look at their concerns and have further discussions on it so that [the] bill is re-tabled for debate," Connie Acayo, the public relations officer at the Ministry of Agriculture, Animal Industry and Fisheries, told IRIN. "We want the bill in order to enable us to regulate the development and application of GMOs. At the moment, we don't have control over GMOs that enter into the country."

The bill, which would set the legal stage for farmers to buy GM seeds and plants and to export GM produce, has been in approval limbo since 2003.

Uganda is currently carrying out a series of GMO trials at the country's National Agricultural Research Organization (NARO) centers. These plants are engineered to be resistant to wilt disease, cassava brown streak virus disease and other common bugs.

Ongoing trials include a vitamin A-enriched banana, disease-resistant cotton, GM cassava plants and drought-resistant maize meant for semi-arid northeastern Uganda, commonly known as Karamoja. These crops take into consideration increasing climate change and global warming.

"GMOs are not contradictory to food safety. All the commodities being worked on by NARO go through all tests for stability, cost effectiveness and safety," Emily K. Twinamasiko, director general of NARO, told IRIN. "No doubt people naturally worry about the new and the unknown, but the regulatory framework provided for in the [Biotechnology and Biosafety] bill will take care of all this."

Sustainable development

But the Food Policy report also noted that in South Africa, GM crops had not benefited subsistence farmers, who were not using them because of the cost of the seeds and because of delays in obtaining regulatory approval. "This constraint still represents a significant challenge in developing local GM traits for subsistence farmers," the report said.

Some NGOs argue that there are methods to improve agricultural outputs without relying on GM technology.

The Food Policy report's authors spoke to a Greenpeace campaign director in Africa, who said the risks of GM were too high for uneducated farmers, and that "ecological farming and traditional knowledge methods should form the basis of promoting sustainable development."

She said improving infrastructure and increasing access to regional markets will likely result in greatly increased productivity and enhanced food security on the continent. She further said that empowering women with more efficient methods of farming - provided it is done in a targeted way that accounts for socio-economic context - can also be transformative. Md. Amina Omusementi: The Somali Woman Building An Empire In Kampala

The President of the foreign country Amina Hersi Moghe now calls home speaks highly of her and he openly vows to offer all the assistance she requires and protect her from any roadblocks.


She has a rising real estate empire – having built Oasis Mall which houses Nakumatt Supermarket and the posh Laburnam Courts Apartments. And she has built alliances with the biggest politicians, businesspeople and banks in Uganda and beyond.



This cannot be bad for a daughter of a migrant Somali cattle keeper. Her father’s search for better fortunes took him from Somaliland to western Kenya in the second half of the 20th century.


Hersi thus grew up in the border town of Bungoma in western Kenya, from where she moved to Nairobi, before following in her father’s migrant footsteps when she relocated to Kampala in 1998.


She is a woman of average height and weight, not exactly as light as your usual Somali. Hersi adheres to the Muslim dress code, complete with a head scarf and speaks English – not perfect English – with a heavy Somali accent.


A chance encounter with her may therefore not immediately suggest that she is a very successful businesswoman in Kampala, playing in the biggest league.


But she must fondly look back to the day she set off for Kampala, although it was forced by a heavy dose of sadness.


She had suffered a most gruesome incident, she says, when her two little daughters were killed in a motor accident. She took advice that she needed a change of address to start a new life.


In Kampala, Hersi set up a cement dealership, first as an agent of Bamburi Cement in Kenya and later established relations with the nascent cement factories in Uganda.


“In fact most people know me as Hersi Omusementi,” she says.


Building alliances
Hersi’s stamp of authority on the real estate sector in Kampala grew stronger when on October 3 her Laburnam Courts Apartments was launched with President Museveni as chief guest.


Also in attendance were prominent businesspeople – representatives of banks, cement factories and others. There were also politicians from Uganda and Kenya, including DP president Norbert Mao.


The High Commissioner of Kenya, Maj Gen Geoffrey Okanga, presented Amina with an award – The Moran of the Burning Spear – from the government of Kenya, in recognition of her contribution to the Kenyan economy.


Hersi is the managing director of the Oasis Group of Companies, which owns Oasis Mall and Laburnam Courts in Uganda and is said to have interests in real estate in Kenya.


Hersi’s mother, Sarah Hersi Ali, and her siblings stayed back in Kenya to take care of the business that side when she moved to Kampala. Her mother, she says, laid the foundation for the family’s real estate empire from a modest restaurant and food store. Hersi built on that foundation to ally with powerful people in Uganda, and it didn’t take her long to get to the core of Ugandan business.

Shortly after arriving in Kampala, she teamed up with Sudhir Ruparelia, who had embarked on building a business empire of his own.


She pitched camp in Ruparelia’s office at the then Crane Forex Bureau on Kampala Road, in the process benefitting from her association with quality business company. She had arrived driving a Mercedes Benz with Kenya registration plates, which she says led many of the people she dealt with believe she had a lot of money and this gave them ideas to rip her off. Sudhir solved her immediate problem by giving her a less sophisticated BMW car.


Her business relationship with Sudhir, perhaps now the richest person in Uganda, would only grow and when Hersi later embarked on bigger projects, Sudhir’s Crane Bank became one of her financiers.


Enter Museveni
It is not clear how Hersi got in contact with Museveni and other powerful people in the government. But the President makes clear his admiration of her qualities, which he says is a far-cry from what most Ugandans exhibit.


“I have a problem with Africans,” the President started out at the launch of the apartments, “Africa is so rich but many of the Africans are not serious. That’s why I am always very happy when I see some Africans who wake up.”


Museveni said Hersi approached him asking for a then vacant piece of land just below All-Saints Cathedral in Nakasero to build apartments.


“If you saw this land, it was just a valley where those who go to church would park their cars and also come to relax; but see what she has done here.” Museveni said.


The Laburnam Courts Apartments comprise a triangle of lime green flats – 154 two-bedroom and three-bedroom serviced apartment units in all – with a swimming pool in the middle. The place also has health facilities, a children’s playing area, business centre and gym.


The proprietor says the apartments have attracted clients from oil and telecom companies. At the time of the launch, it was said that 95 per cent of the apartments were already occupied.


Museveni said Hersi was able to build these apartments, in addition to the Oasis Mall, because she is different from most Ugandans.


“If you go to Kabalagala now,” Museveni said, “they (Ugandans) are all in bars, every time drinking. How much money are you squandering? Lack of discipline, lack of initiative and lack of imagination, that’s the problem Africans must fight.”


Apart from offering the land on which Hersi built the Laburnam Courts and the Oasis Mall, Museveni also ensured that she benefitted from other incentives, like importing building materials without paying taxes. Museveni said at the launch that he protected Hersi from officials of the Uganda Revenue Authority who were demanding taxes from her.


He said that Hersi had planned her project expecting tax exemptions on imported construction materials and that even if her project was a bit late, removing the exemptions would derail her project.


The President aimed a swipe at bureaucrats, who he said just sit in offices and “frustrate” investments.


“There is another project of hers they are trying to fight; we may now have to fight that war,” Museveni said to Hersi’s delight.



Hersi had earlier said that she is looking to embark on another project; one “in which so many women will be involved,” but she did not say exactly what she intends to do.


Museveni looks at women as a key constituency and the mention of a project that could further the women’s cause is likely to warm him up. Hersi was in 2008 named Best Woman Entrepreneur by the Uganda Investment Authority.


At the launch was a Somali choir which sang Museveni’s praises. A translation from one of the songs went: “You are the most educated among the people in the world. You are the wise of the times. You are the father of Africa. The Somali people are grateful to you. Museveni, you should know.”


Tenacious Hersi
But whereas there can be no denying that Hersi has benefitted immensely from her association with politicians and big businesspeople, there must be something special about her.


Admassu Tadesse, the president of the PTA Bank, said at the launch of the apartments that Hersi “has a rare tenacity” which the bank looked to tap into by investing $16m (about Shs40b) in the $50m (about Shs125b) apartments project.


One of the synonyms of the word “tenacity” that pops up on my computer screen is “persistence”. And Tadesse is right if this is what he meant. Hersi refuses to give up when she is convinced that she is doing the right thing.


For example, she said at the launch of the apartments, she hopped from bank to bank seeking financing for two grand projects – the mall and the apartments – at the same time without substantial collateral.


Most banks advised her to pursue one project at a time, she said, but she rejected the advice. “I knew the two projects were different and they were both viable,” she said. She would move on to another bank until she got a positive response.


She was in bullish mood as she thanked the banks which “stood with me when I didn’t have anything,” all in the knowledge that she will find it easier to get financing for future projects now that she has seen grand projects through.


And she has guidelines in her dealings with banks: “Banks which have a lot of excuses; I don’t deal with them.” And, going by Hersi’s new profile, it is very likely that the banks won’t give her many excuses when she approaches them for future financing. If this prediction is true, then the story of the Somali woman who is taking Uganda’s real estate landscape by storm is just beginning to unfold.

Illaahay ha u naxariistee marxuumku intii uu noolaa waxa uu guursaday saddex dumar ah, wax carruur ahna ifka kagamuu tegin. Marxuumku waxa uu la dhashay oo ay wallaalo ahaayeen 5 wiil iyo 2 Dumar ah, waxaana hadda nool 2 wiil iyo 2 dumar ah.
