Somaliland:Genel Farms into Adigala Block, Onshore Ethiopia

Somaliland:Genel Farms into Adigala Block, Onshore Ethiopia

Independent oil explorer Genel Energy reported Monday that it has agreed to acquire a 40-percent interest in the Adigala Block, onshore Ethiopia.

The deal will see Genel acquire its non-operated stake in the block from New Age (African Global Energy) for an undisclosed payment that will cover back costs and a contribution to the cost of a 2D seismic data acquisition program to take place before the end of 2013.

The Adigala Block covers an area of 10,300 square miles and is located in the northeast of Ethiopia, bordering Djibouti to the north and Somaliland to the east. An existing 320 miles of 2D seismic data was reprocessed in 2012 and augmented by a ‘full tensor gravity’ survey.

Genel said the integration of this data has provided evidence that all the elements of a working petroleum system exist on the Adigala Block. In particular, oil seeps and surface outcrops support the presence of a mature and active Jurassic oil prone system, which is thought to be analogous to the prolific producing Jurassic Rift Basins of Yemen.

Several large potential structural closures have been identified on existing data. The planned 2D seismic and further technical work will help in refining these leads into drill ready prospects, Genel said.

Genel Head of Exploration Dr John Hurst commented in a company statement:

“The Adigala Block farm-in is a natural extension of our exploration strategy, which seeks to acquire material equity positions in hydrocarbon basins with significant potential, as well as complementing our extensive interests onshore Somaliland where drilling is planned for 2014. We look forward to working with our new partners to high-grade the prospectivity on the block and add further depth and materiality to our exploration inventory.”

Pending Demarcation of the Somalo-Oromo Boundaries

Pending Demarcation of the Somalo-Oromo Boundaries
 Faisal A. Roble

Official news reports coming from the Somali National State of Ethiopia, Jigjiga, and carried by WardheerNews confirm that the demarcation of boundaries between the Somali and Oromia regions is entering its final phase. If handled unfairly as did happen in the past, the results of such a demarcation could negatively impact the lives and properties of Somalis living in Liiban, Afdheer, Fiiq, Shiniile, Babili and Jigjga zones.

The ruling party in Oromia region, Oromo Peoples Democratic Organization (OPDO), is a member of the Ethiopian Peoples Revolutionary Democratic Front (EPRDF) and a close partner of the Tigrian Peoples Liberation Front (TPLF). The question is whether Somalis are in any position to stop the expansion of Oromia territory at the expanse of Somali inhabited districts.

When History is a Witness

According to Fatuh-Al- Habasha, the Conquest of Abyssinia, a traveler’s account of the struggle between Somalis and Christian Abyssinias in the distant past, Sihab ad-Din Ahmad bin Abd al-Qadir bin Salem binUtman gives us a clear account of where Somalis lived in the 16th Century. In reading this book, one gets a clear account that Somalis occupied the land stretching between the Makhir coast to the east and the Axmar mountains to the west , as far west as Ankobara in the Awash valley, and between the scourged rocky deserts of Djibouti to the north and the Shebelle valleys south of the Jarar river. What is remarkable about the Somali settlements in this region is that today’s Somali clans (the Geri, Absame, Bartire, Issaq, Harti of Miad, Issa, Marehaan, Gurgure, Samaroon and other) occupy and reside in the same geographic areas today as they did during Ahmed Al-khzali’s confrontation (Ahmed Guray) with the kings of Abyssinia in the 16th Century.

Multiple invasions by Abyssians as well as draconian measures by successive feudal regimes in Ethiopia did not successfully remove Somalis from their natural ecology. Perhaps that is why the Somali saying: “dhulku waa ma guuraan ” or “ecological belongingness is a permanent phenomenon,” is one of the most endearing Somali concepts.

In an epic expedition stretching from Zaylac to Harar, Sir Richard Burton of England also gives us a perceptive observation of the same Somali ecology almost four Centuries later after the accounts by Sihab ad-Din Ahmad bin Abd al-Qadir bin Salem binUtman. In 1885, Sir Burton, who intimated himself with Somali Garads and Chiefs in this area encountered some Oromos who were indentured servants for (not a community of scale).

A significant trace of Oromos in the Somali inhabited areas (between Shinilee and Zaylac and between Zaylac and Harar) were first seen in the 1930s, only after Haile Selassie was crowned as the viceroy of Ethiopia. In addition, local oral history has it that Garad Ali Garad Koshin (great grandson of Garad Adan who hosted Richard Burton in 1885) brought some Oromos into Jigjga zone as indentured laborers in the late 1930s and 1940s. Today, the powerful Oromia region, under the protection of the ruling EPRDF, is using the children of those indentured laborers as a conduit to expand its territory into traditionally Somali regions as part of its grandiose quest to get access to the warm waters of Somaliland.

Federalism or Fleecing Somali Districts

In 1991, when the victorious TPLF, under the leadership of Mr. Meles Zenawi defeated the fascist regime of Mengistu Haile Marian, a new map depicting Ethiopian ethnic groups was drafted as part of the implementation of the new charter for the country. The new map, intended to be the basis for federalism among multi ethnic groups, divided the country into several ethnic-based states. Among the major nationalities depicted in the map were Somalis, Afars, Oromos, Amharas, Tigres, Sidamas, and a host of other smaller groups.

Out of this ethnic based regionalism, Western donor countries and the United States of America in particular expected that a new federal government of Ethiopia would emerge to fully move away from the long history of ethnic conflicts and wars that stunted any type of progress in the region. Now, after 20 years of constantly tampering with the spirit of the map, one is forced to feel uncertain about the goals of the pending boundary demarcation.

The agonizing memories of the 2004’s sham plebiscite are still fresh in the Somali region. Also, fresh in memory is the many times the late Dr. Abdulmajid Hussein came close to resigning his Ministerial position, because of his worries about the lack of fair arbitrations to resolve the Somalo-Oromo tension. He also loudly complained about the eastward expansion of Oromia at the expense of Somali territory. To dramatize the issue, the late AbdulMajid went to one of the disputed districts (Jinacsani, which lies only 15 miles to the northwest of Jigjiga) with a large entourage and confronted the Ormoia army who were holding the city as their hostage by sheer brute force.

Oromo soldiers in the Somali region that were at the same time part of the national armed forces and members of the political coalition of EPRDF, were too strong for civilian Somalis to challenge during the 2004 sham plebiscite. It was in this context that OPDO soldiers openly intimidated Somali and assumed temporary and soon-to-be permanent custody of Jinacsan, parts of Shiniila, Fiiq, Libaan and Afdheer. For Oromia, the coming final phase of boundary demarcation could be icing on the cake and legetimize those districts they robbed and possibly annex some more. Where is Balayo Aas (Baalaayo Cas) when I need him to wail with us – Aan ooyee Albaabka iixira (please slam the door so I can wail in private)!

Role of the Regional Government

In 2004, Somalis unfairly lost significant and resource-rich districts to the Oromos. Several reasons were given to why Somalis were on the losing side. It is widely speculated that the President of the region at the time, Abdi Jibriel, was uncharismatic and weak leader who is alleged to have received a hefty bribe from Oromia state in order to cede without resistant several key districts.

Another reason often cited is that Mr. Abdi Jibriel and his government at the time was hapless and did not show any meaningful governance in the area it was supposed to control. But a third and certain reason is that Somali were divided along clan lines, and those who were losing their districts were left to fend off for themselves without any meaningful role assumed by the regional government. In that instance, poorly funded and haphazardly organized Somali clans could not marshal enough resources and manpower to withstand the powerful machine of Oromia.

However things may not be as hopeless today as they were in 2004. This current demarcation comes on the heels of a very charismatic leadership occupying the President’s office. Moreover, the President himself is said to be directly involved and managing the Somali side of this effort, hence would not most likely cede any more Somalis districts to the Oromos.

Reports coming from Jigjiga confirm that the residents of the contested areas have shown great confidence in how so far the President is tackling this issue. In that regard, the Somali communities in the disputed districts as well as those in the rest of the territory and the Diaspora communities must give the President all the confidence he needs on this matter to help him strengthen his position. It is within this vision that Somali Diaspora from all parts of the Somali region are in the process of convening a summit within the next thirty or forty-five days to assess the matter. The goal of the conference shall be to direct energy of the Diaspora in having one unified voice on this burning issue.

Press Release: Somali-Ethiopian Diaspora launches a university initiative

Press Release: Somali-Ethiopian Diaspora launches a university initiative

Written by Ahmed Roble

Abu Dhabi, UAE, April 6, 2012-- Diaspora members of the community of Awubere Wereda in the Somali Zone of Ethiopia have launched an initiative for establishing Harawe University of Awubere (HUA).
In their kick-off meeting held in Abu Dhabi, UAE, prominent members of the community highlighted the need for a university in the area which is one of the most populous regions in the Somali zone.
In a short briefing on the situation of education in the area, the participants have learned that the Awubere Wereda has 70 primary schools of which 19 are intermediate schools as well as seven high schools. The high schools are located in Awubere town, Sheddeer, Lafa Ciise, Wajaale, Dharwanaaje, Xerogeel and Jaarre.
It was noted during the briefing that out of the 500 and more graduates from these high schools only a small number can afford to go to the country’s universities located in Jigjiga, Addis Ababa and elsewhere.
Applauding the initiative, Ismail Adan Gelleh (Odowa), President of the Somali-Ethiopian Community in the UAE, explained how the Ethiopian government was encouraging and eagerly expecting for such developmental initiatives to come from the Somali-Ethiopian diaspora.
“The Ethiopian government and the administration of the Somali Zone in Jigjiga do not only welcome the diaspora to take part in the country’s development but are also more than ready to give all kinds of facilitations to anyone or any group of people who wanted to make investments or establish community development projects.”
Spearheaded by the diaspora community in the UAE, the initiative came as a result of a series of consultations with some of the local elders, intellectuals, MPs and businessmen of the Awubere Wereda who all welcomed the proposal, while underlining the vital need for such a project.
“This is a timely and badly needed project and a highly welcome contribution by the diaspora community of Awubere Wereda to their people in the Somali Zone of Ethiopia,” said Mr. Ali Omar Allaale, Federal MP of the area.
Talking to the community by phone from Addis Ababa, Allaale noted that the Ethiopian government encourages the diaspora communities to take the lead in the development of the country both on the federal and regional levels.
The diaspora communities in the UAE hailing from the Awubere Wereda and their brethren from the Awdal/Salal regions of the Somalia side of the border were instrumental in the creation of Amoud University in the late 1990s.
“We call upon our diaspora communities living in Europe, North America, Africa and the Middle East to give their full support to this initiative and to organize their respective communities to make this dream a reality for the future of people of the area,” said a statement issued by those who participated in the kick-off meeting.

Education knocking the doors: a time to unlock the potential of many brothers and sisters of Somali region in Ethiopia

Education knocking the doors: a time to unlock the potential of many brothers and sisters of Somali region in Ethiopia

Education is not a charity rather a fundamental human right for all people irrespective of their sex, race, economic status which is the key to sustainable development, peace and stability among countries. In any society, the provision of education is a fundamental and basic for human resource development.

Educating a nation remains the most vital strategy for the development of the society throughout the developing world.  However what I want to share the readers is how nowadays the people of Somali region in Ethiopia are waking up year after year, are ready  to keep up this education opportunity that is standing in front of their doors every Saturdays and Sundays, because, the region were long behind the rest of the country when it comes the number of educated people graduated from the different colleges and universities of the country or even joining for many reasons, like socio-economic problem, distance of the universities to the region,  criteria to join different colleges and universities and others who visited the environment of universities and comeback.

There were not universities in the region which award the students with degree level like never before. Thanks to Distance and Extension degree programs that Jigjiga and Haramaya Universities are giving a lot of brothers and sisters who didn't get them like this  opportunities which I can say is waykusoo martee waxkaqabso, to unlock their potential and take the advantage this time, if the education came after them and saying  please I did not come anyother  thing rather to unlock your minds and hopes that you once locked and  tell them if there is other people who were once what is called in local language ' Matric Quslanyaa' which means victims of secondary  leaving certificate examination  in recent memories.

Therefore, what ups and downs the human capital of the region faced  when it comes to this tertiary education , are  now striving to see they  liberated from backward living, being educated, reached in good living standard, ensured democracy, can efficiently participate in the affairs of the country such like realizing the Growth and Transformational Plan (GTP) in the country as a whole and in the region particularly.

Let me tell you one story about me, the day get the result of Ethiopian higher education certificate examination and fulfilled the criteria needed to join Universities, one of my uncle said to me 'Adeer maad idlaysay waxbarashadii' before giving him a response I laughed more due to the word idlaysay, and said to yes I have, and I addes to him I will go university next month and he said to me, 'Ma waxbarasho kalaad sii wadi waar orod warqada qaadoo shaqa raadso' I don't know whether he thought the destination was there. By the way if I would have accepted my uncle's offer today Education would have knocked my door.

Ethiopian court finds Swedes guilty of aiding rebels

Ethiopian court finds Swedes guilty of aiding rebels

By Aaron Maasho

ADDIS ABABA |
(Reuters) - An Ethiopian court found two Swedish journalists guilty on Wednesday of helping and promoting the outlawed Ogaden National Liberation Front (ONLF) rebel group, and entering the Horn of Africa nation illegally.

Reporter Martin Schibbye and photographer Johan Persson were arrested in July after they entered Ethiopia's Ogaden province from Somalia's semi-autonomous Puntland region with a team of ONLF fighters.

Sentencing is due next week and the prosecution asked for a combined sentence of 18 years 6 months for both charges. Sileshi Ketsela, one of the defense lawyers, said they would now discuss with their clients about whether to appeal.

Sweden said it was very concerned about the verdict and was making contact with the Ethiopian government at a high level.

"The government takes a very serious view of the verdict today," Prime Minister Fredrik Reinfeldt said in statement.

"Our starting point is and remains that they have been in the country on a journalistic assignment. They should, as soon as possible, be released so that they can be reunited with their families in Sweden," he said.

Addis Ababa has blacklisted the ONLF as a terrorist group, and its recently-adopted anti-terrorism legislation outlaws promotion of the insurgents' activities.

The two Swedes had also been charged with terrorism but were acquitted in November on that count as the court did not believe they were involved in carrying out any attacks. They did admit to crossing the border without a permit.

Judge Shemsu Sirgaga told the court the two journalists had entered Ethiopia illegally under the pretext of investigating the impact of potential oil discoveries and production in the region on the local population.

"Instead they accompanied the ONLF into the country and were caught alongside the rebels. This contradicts their claims," he said in handing down the guilty verdict.

The freelance journalists say they were covering the ONLF as a news story and deny assisting their cause.

During the November trial, prosecutors screened a three-hour video they said was obtained from one of the Swedes' laptops, showing footage of them hoisting rifles alongside armed men and being briefed over a map on how to infiltrate the region.

The editor in chief of Filter, the magazine where they worked, called the journalists "political prisoners."

"I have both a pessimist and an optimist within. For the pessimist, it was really expected, but for optimist it was a shock," Mattias Gransson told Reuters in Sweden.

"When the judge read out the grounds it sounded positive, he had virtually nothing against them. Everything he said was speaking for an acquittal, and then he found them guilty anyway. This indicates they are political prisoners and nothing else."

Ethiopian rebel group members in Garissa County.

Ethiopian rebels fight in Kenya

By Boniface Ongeri- The Standard
and Vitalis Kimutai
The Government has acknowledged the presence of Ethiopian rebel group members in Garissa County.
This is after it was established that the Ogaden National Liberation Front (ONLF) group threatened a prominent clergymen in the county who it claimed has links with a breakaway faction that is warming to the Ethiopian Government. ONLF has been battling the Government of Ethiopia demanding secession.
However, reports indicate that the group split. The factions have been fighting for the last three months resulting to casualties on both Kenyaand Ethiopia sides.
The fighting has now spilled into Kenya as the rival groups hunt each other and suspected Kenyan collaborators.
North Eastern PC James Ole Serian said they were following crucial leads to dealing with the threats of the rebel group.
"We are not reluctant in dealing with the security threat, " he said.
A section of leaders led by the Council of Imams and Preachers of Kenya Garissa branch chairman Sheikh Hassan Amey said foreign fighters had taken over Garissa.
"The Government knows the foreigners are here but they have done nothing to avert bloodshed, " he said after a meeting in the town.
Death and destruction
The meeting was called by Youth Agenda. The organisation’s regional representative Ismail Abdikadir asked the Government to deal with the militiamen.
Meanwhile, Wajir South MP Mohamed Sirat has also raised concern over increased attacks by heavily armed bandits along the Kenya-Somalia border.
Sirat said three people were killed and eight others seriously injured by the bandits at Babajatula at the weekend.
"The bandits hijacked a vehicle and fled with it to Somalia leaving a trail of death and destruction," Sirat said.
The MP added that in the last six months, more than 14 people have been killed in Habaswein District by bandits operating along the border.
He claimed youths who had received paramilitary training and posted to reinforce the Transitional Federal Government (TFG) of Somalia were behind the attacks.
