The fate of at least 40 percent of Syrian expatriates who have failed to legalize their status hangs in the balance.
These expats can neither return home nor can they be deported after the amnesty comes to an end on Nov. 3 because they are wanted by security forces in the strife-hit country.
A number of Syrians working in private companies told Arab News that their employers had put off transferring their sponsorships until 2014.
About 1 million Syrian expatriates live and work in Saudi Arabia, the largest Syrian community outside Syria. The vast majority of Syrians live in Jeddah and the Western region. Most of them come from conflict-ridden areas, including Aleppo. Many Syrians have stopped visiting their country for fear of persecution and they cannot be deported because most of them are wanted by security forces for expressing their views against the Syrian regime.
Mohammed Al-Turkawi, a Syrian activist and former member of the Syrian Coalition Party who lives in Jeddah, told Arab News: “Forty percent of Syrian expats could not correct their status during the amnesty period because of political hurdles. The Syrian Consulate has refused to renew passports of Syrians who are wanted by security agencies in Syria.”
“Syrian expatriates have to go to neighboring countries to renew their passports because the Syrian mission in the Kingdom has refused to renew passports of those who are members of the Syrian opposition,” said Al-Turkawi.
“Syrian missions in various countries have blacklisted the names of citizens who are against the Syrian regime. The missions in these countries refuse to deal with them and threaten them with either withdrawal or cancellation of their passports,” Al-Turkawi added.
Most Syrian residents in the Kingdom who are unable to rectify their status and get a final exit wish to remain in the Kingdom until the war ends in Syria or a political solution is worked out to end the crisis in their country.
“The last time labor authorities’ carried out raids and found illegal Syrians, they did not press for their deportation since the Saudi government is aware that such expats are at risk of persecution if deported back home,” he said.

Saudi Arabia has initiated a draft UN resolution to strongly condemn "widespread and systematic gross violations of human rights" by the Syrian government and "any" abuses by anti-government armed groups.

Saudi Arabia, which backs rebels fighting to overthrow President Bashar al-Assad, has strongly criticised the Security Council's failure to resolve Syria's civil war and other conflicts, citing this as one reason for rejecting a seat on the UN's most powerful body earlier this month.

UN diplomats said the draft resolution, obtained on Wednesday by the Associated Press news agency, is expected to be submitted to the human rights committee of the less powerful but much larger General Assembly by Friday's deadline.

The committee is expected to discuss it next week and vote on it in late November.

If approved, it is virtually certain to be adopted by the 193-member General Assembly in December.

Unlike Security Council resolutions, General Assembly resolutions are not legally binding, but they do reflect world opinion and carry moral and political weight.

The draft resolution is highly critical of the Assad government, expressing "outrage" at the continuing escalation of violence that has killed more than 100,000 people in 2 1/2 years of fighting and "alarm" at the regime's failure to protect its people.

Human rights abuses and foreign fighters

It blames Syrian authorities for a wide range of human rights abuses including the indiscriminate use of ballistic missiles and cluster munitions; the killing and persecution of protesters, human rights defenders and journalists; attacks on schools and hospitals; and torture, sexual violence and rape in detention.

The draft strongly condemns the use of chemical weapons in Syria and "strongly points" to their use by the Syrian government in an August 21 poison gas attack that killed hundreds of civilians in the Damascus suburb of Al-Ghouta.

The draft also expresses "grave concern at the spread of extremism and extremist groups".

It strongly condemns all foreign fighters in Syria, singling out those fighting for the government, especially Hezbollah fighters from neighbouring Lebanon.

Diplomats said the resolution's strong demand for accountability and an end to impunity could be a problem for some countries when it comes to a vote, because of the precedent it could set.

Saudi Arabia, Qatar and Turkey are providing arms, money and logistical support to the rebels.

The Saudis and other Sunni Arab governments are eager to counter their regional rival Iran, which supports Hezbollah and has thrown its weight behind Assad.

The draft supports a new Geneva peace conference aimed at establishing a transitional government and the Syrian people's aspirations.

Qatar has removed a statue depicting a headbutt attack by footballer Zinedine Zidane following an outcry by conservatives who slammed it as anti-Islam idolisation.

The five-metre sculpture depicting the France footballer attacking Italy's Marco Materazzi in the 2006 World Cup final was put on display on Doha's corniche on October 3.

But the statue, sculpted by Algerian-born French artist Adel Abdessemed, appears to have offended Muslim conservatives, who saw it as a violation of religious tenets.

It was removed on Monday, according to local newspapers.

"Congratulations for having new idols," wrote one tweeter sarcastically, as the Arabic hashtag "Zidane's statue in Qatar" triggered huge reaction from dismayed conservatives.

"It is sad that our youth see in this art and modernity. Our children do not differentiate between the right and the wrong, or the haram (prohibited) and the halal (permissible)," wrote another.

To avoid the possibility of idolisation, Islamic jurisprudence prohibits statues of human beings and animals.

Although some Muslim countries display statues in public, conservative Gulf nations mostly do not.

Saudi municipal authorities in June smashed sculptures of horses erected on a roundabout in the southwestern Jazan province after the kingdom's top cleric Abdulaziz al-Shaikh wrote to the local governor demanding their removal for being a "great sin".

The Qatar Museum Authority bought the "Coup de Tete" sculpture after it was put on display earlier outside the Pompidou Centre in Paris.

It was also reportedly displayed between July and September in Italy's coastal town of Pietrasanta.

QMA reportedly said at the time that the sculpture was planned to be a permanent fixture on the corniche.

Doha News website said the statue will now join Abdessemed's collection that is on display in the Arab Museum of Modern Art, citing QMA chief marketing officer Kimberly French.

The Museum is hosting until January 4 an exhibition by Abdessemed entitled "L'age d'or", featuring drawings, paintings, sculptures and videos.

After previously saying Kenyan soldiers only took water from Nairobi's Westgate shopping centre during a deadly siege, the head of the army now says his men looted a variety of items.

General Julius Karangi identified the looters as Victor Otieno and Victor Ashiundu.

He said the two soldiers were found with mobile phones, cameras and chargers that were stolen from the shopping centre during the siege, which left 67 people dead.

"Discipline is our core driving point and we are not playing with this issue," he said. "That is why we have taken action on these soldiers. Two of them have been jailed and dismissed while a third one is under probe."

The attack was the largest in Kenya since the 1998 bombings by al-Qaeda of the US embassy in Nairobi, the capital.

The Somali group al-Shabaab claimed responsibly for the attack, saying it was in retribution for Kenya's military involvement in Somalia, which began in October 2011.

Security camera video

Two weeks ago, a security camera video seen by the Associated Press news agency showed men in fatigues walking out of the Westgate holding plastic bags filled with unknown items.

Others looked behind counters as they moved into the shopping centre.

Kenya's security forces denied any wrongdoing and politicians who investigated the soldiers said they had stolen nothing.

Many questions, including what caused a part of the mall to collapse, remain unanswered more than a month after the attack. Kenyan officials have urged patience, saying they need more time to investigate the scene.

Local and foreign investigators have since been digging through the rubble for evidence, and at least four bodies believed to be those of the attackers have been retrieved.

Suspects in custody

Ndegwa Muhoro, Kenya's director of criminal investigations, said on Tuesday that five suspects were in custody and that two other suspects believed to have played a role in the attack were still at large.

He identified the wanted suspects as Kenyan national Abdikadir Haret Mohamed, who also is known as
Mohamed Hussein, as well as a Somali national named Adan Dheq.

Dheq also is known as Hussein Abdi Ali or Abdulahi Dugon Subow.

The two suspects owned the Mitsubishu salon car registration that police seized outside the shopping centre, nearly a week after the attack.

Police found explosives and weapons inside the car, he said.

The United Nations has said the war against al-Shabab in Somalia has "ground to a halt" and needs a surge of almost 4,400 more African Union troops to succeed.

The deputy secretary-general, Jan Eliasson, told the Security Council on Wednesday that an African Union contingent in Somalia needed boosting by 2,550 combat troops and 1,845 ground-support troops for the next 18 to 24 months.

Eliasson told the council that the current UN-endorsed AU force and the Somali military lacked "the capacity to push beyond areas already recovered" from al-Qaida linked group.

Without increased support, our present - and indeed past - investment in peace, and that of millions of Somalis, may be lost," he told the council.

The AU mission in Somalia is meant to pave the way for an eventual UN force. It is led by Ugandan officers, and also has large Kenya and Burundi contingents.

The Security Council is focused on the al-Shabab threat due to the September attack on the Westgate Mall in Nairobi, Kenya, by al-Shabab fighters in which at least 67 people were killed.

Doha, Qatar - While hackers were able to attack the October 26 campaign's website and clerics denounced the cause of women driving in Saudi Arabia, many women were able to get behind the wheel on Saturday - albeit quietly.

The campaign's website was hacked



A day earlier, hackers were able to deface the campaign's website with a message that said: "This site has been hacked because I am against women driving in this holy country."

Activists say that messages trying to put the brakes on their cause were not only coming from anonymous online sources, but from government authorities.

Saudi writer and activist Hala al-Dosari told Al Jazeera that the website was censored inside the kingdom by the Saudi internet watchdog, the King Abdulaziz City for Science and Technology (KACST). "Unless you have a proxy to access censored websites, many people could not accessOct26driving.org but they still got almost 16,000 signatures," she said.

The Saudi Ministry of Interior also warned the country that anyone caught supporting the cause, either on the road by driving or even online by posting videos of women driving, would face harsh consequences. Interior Minister Turki al-Faisal was quoted in the pan-Arab newspaper Al-Hayat as saying that "cyber-laws could apply to anyone supporting the women driving campaign".

When asked to clarify what would happen to those who were caught posting videos online of women driving, al-Faisal said legal measures would be taken "against whoever violates the anti-cyber crime law", an offence punishable by a five-year prison sentence.

After such pressure, the campaign officially called off their plan on Friday night- instead called for an open-ended drive-in under a new hashtag: #Nov31driving.

Activists say that the date was chosen as a symbolic reference, as the month of November has only 30 days.

"This way, the traffic police will find it difficult to place their men on the roads monitoring women as they cannot do this for every single day," said al-Dosari.

Al-Dosari described the police presence on the streets of Jeddah on Saturday as if they were "preparing for major protests".

"A lot of women were driving in side streets and avoiding the main highways. The point of driving on this day was meant to show an act of rebellion and activism and get it on video and pictures to advance the cause," said al-Dosari.

The "October 26 movement" is one of several campaigns that have gained accelerating support in recent years, dating back to the 1990s, when around 50 women were arrested during a driving protest.

Saudi women discuss driving ban

In Saudi Arabia, no penal code exists that explicitly states that women are forbidden from driving. The government simply does not issue any licenses to women, who mostly rely on personal male drivers or relatives to get around.

Clerics who hold far-reaching influence over the monarchy enforce the driving ban, warning that breaking it will spread "licentiousness".

International scrutiny

Saudi Arabia's human rights record has come under the spotlight once again as it has failed to deliver on promises made to the international community back in 2009, including the rights for women to vote and drive.

According to the Gulf Center for Human Rights (GCHR), the Saudi government failed to implement recommendations during its second Universal Periodic Review (UPR) held in Geneva on October 21.

"Citizens continue to be deprived of their basic human rights and human rights defenders and their families continue to be targeted as a result of their human rights work," said the GCHR in a statement released earlier last week. "Many face a myriad of violations including arbitrary arrest and detention, torture, travel bans, judicial harassment and unfair trials."

The conservative Muslim kingdom has come under continued scrutiny after it rejected a non-permanent seat on the United Nations' Security Council, blasting the body and calling for "fundamental reform of the Security Council's system".

It declined the seat, saying that the council failed in its duties to act in conflicts - including the war in Syria.

It is hard to believe that in the 21st century, Saudi Arabia is still barring women from driving.

Human Rights Watch condemned the Saudi government on Thursday. "It is hard to believe that in the 21st century, Saudi Arabia is still barring women from driving," said Rothna Begum, Middle East and North Africa women's rights researcher at HRW. "It is past time to address the country’s systemic discrimination; driving could open roads to reform."

Amnesty International agrees. "Saudi Arabian authorities use the excuse that society at large is behind the ban and claim that the law does not discriminate against women. But at the same time they continue to harass and intimidate women activists," said Said Boumedouha, acting Middle East and North Africa programme director for Amnesty International in a statement on Friday.

"This has included phone calls and online threats, arbitrary travel bans and detentions, forcing activists and their family members to sign pledges not to drive, and using the state-controlled media to discredit activists," he said.


Political vs social issue


Activists went further in saying that the issue of allowing women to drive stems from a political stance, not a social one. "The campaign had over 16,000 signatures in support of women driving. I also accompanied a friend a few days before Saturday and a traffic police officer was taking the same turn as us but he did not do anything," said al-Dosari.

"So the issue is not a social one at all. It is political because the Saudi government does not want to show that they are yielding to public demands and protests from their people," she added.

Mark LeVine, professor of Middle Eastern history at UC Irvine, agreed with al-Dosari, saying: "The religious establishment is extremely conservative and can force policies upon the governing royal elite, whose position always feels rather tenuous.

"I take them at their word that they feel that any concession to women's public rights will ultimately undermine the whole framework of hyper-patriarchal Saudi rule in the country. To allow even one small move towards greater rights means allowing the floodgates to open and they are likely right - which is precisely why women must be supported."

Taking the wheel, taking control?

Women in Saudi Arabia outnumber their male counterparts in the education sector. According to reports, around 60 percent of the country's graduates are women. Yet the World Economic Forum rankedSaudi Arabia 127 out of 135 countries in their gender gap report for 2013.

It is a disgrace to a modern society such as Saudi Arabia that women are still not able to drive.

"The way for the social sphere in our country is made for men, not women," said al-Dosari. "But now many women outnumber men in education yet we still face problems in getting jobs and employment."

But will women face better chances after finally be able to vote in nation-wide elections in 2015? "I have no idea," said LeVine. "They clearly felt that pushing it now would bring too hard a crackdown, so chose a tactical retreat. This is, needless to say, a victory for the hardliners."

He added that international pressure may still help Saudi women to drive but it would be an uphill battle. "It is up to the world community to force their governments to stop doing business with this regime… or I doubt Saudi women will succeed in the near future. Supporters of Saudi women should thus focus on their own governments first; that's the best way to support them."



Al-Dosari said the gulf between Saudi women and politicians remained huge. "It is a disgrace to a modern society such as Saudi Arabia that women are still not able to drive," said al-Dosari. "The fight is more challenging. The government views are so different from Saudi women's aspirations and it is a continuous struggle."

While many Saudi women will continue to try and get behind the wheel in the coming weeks and risk signing pledges, a legal document usually handed by the police to woman and their male "guardians" who break the ban on driving, many are still optimistic.

"Hopefully we will face an open door in the future," said al-Dosari.

Saudi authorities have detained a columnist who supported ending his country's ban on women driving, activists said.

The activists, who wished to remain anonymous for fear of retribution, told the Associated Press news agency that Tariq al-Mubarak was called by investigators in the capital, Riyadh, over the weekend concerning a stolen car.
When he arrived at the Interior Ministry's Criminal Investigation Department on Sunday, he was interrogated instead about his role in a campaign launched by reformers seeking the right of women to drive in the kingdom.

When his friends were informed they could pick him up at the investigator's office, they too were detained for several hours and questioned over the campaign's activities, activists said.

Human Rights Watch and activists who know al-Mubarak say he remains in detention with no access to a lawyer.

The New York-based organisation called for al-Mubarak's immediate release and on authorities “to stop harassing and trying to intimidate activists and women who defied the driving ban”.

The spokesman for the Interior Ministry, Mansour al-Turki, could not be reached for comment.

In a column published in the pan-Arab daily Asharq al-Awsat the day of his arrest, al-Mubarak said extremists are intimidating people to top them exercising their rights.

Flouting driving ban

Al-Mubarak, who also works as a schoolteacher, was among a core group of active young Saudis calling for women's right to drive.

About 60 women claimed they got behind the wheel on Saturday to oppose the ban. The campaign sparked protest by the kingdom's ultraconservative religious establishment.

The reformers behind the October 26 driving campaign say their efforts are ongoing and that they continue to receive videos by women filming themselves flouting the driving ban.

The activists told the Associated Press that they have been followed for the past several days and are anticipating arrest.

They have put in place contingency plans and emergency numbers for journalists and rights organisations to call in case they were detained.

At least two women have been fined recently by police for driving, the activists said. Samia El-Moslimany said she was given a nearly $135 fine for driving in the kingdom, though she has a US driver's license.

Four people have died after a storm battered southern Britain, leading to 625,000 homes losing power, rush-hour disruption on trains, flight and ferry cancellations.

A teenager in Kent and a man in Watford were killed by falling trees.

A man and a woman died in west London after a falling tree caused a suspected gas explosion and house collapse.

Rail companies started to run reduced services later and say operations will be back to normal on Tuesday.

BBC forecasters say the storm, which began overnight and saw heavy rain fall across many areas and wind speeds of more than 70mph, moved out of the UK shortly after 12:00 GMT - leaving a "broadly windy day".

Bethany Freeman, 17, suffered fatal injuries when the tree came down on the caravan where she was sleeping in Hever, near Edenbridge, at about 07:20 GMT.

The caravan was next to the house she lived in with her family and she had been sleeping there while renovations were carried out.

Donal Drohan, 51, from Harrow, was pronounced dead at the scene after a tree crushed a red Peugeot 307 at Lower High Street in Watford, Hertfordshire, at 6:50 GMT.

Mark Joseph, who was passing by before the emergency services arrived, said: "We tried to assist, trying to get the tree off, but it was impossible... The poor chap didn't stand a chance."

The man and women who died in west London were found after three houses collapsed and two others were damaged following a gas explosion after a tree fell during high winds in Hounslow, the London Fire Brigade said. Three people injured in the incident were taken to hospital.

Power restored

The Energy Networks Association, which represents power companies across the UK, confirmed 166,000 homes were still without power by 17:00 GMT.

A spokesman said 459,000 households that lost power earlier had been reconnected, but more had been cut off as the storm moved north and eastwards.

BBC News correspondent Duncan Kennedy, reporting from Berkshire, said engineers have had trouble reaching some of the more remote areas because of fallen trees and it could be some days before power supplies are restored to all locations.

Network Rail said the damage to railway lines had been "worse than expected", with more than 100 trees on the lines.

Several hundred staff have been working to monitor conditions and react to damage.

Anthony Smith, chief executive of rail customer watchdog Passenger Focus, said it was "too early to tell if the industry made the right call when cancelling so many services, but the fact that major incidents have been avoided is good news".

In the morning, London commuters on the Tube and London Overground services saw disruption.

The Environment Agency had dozens of flood warnings in place - in areas of south-west England, East Anglia and the Midlands where flooding was expected - but the number fell during the day.

It says there is an increased risk of flooding from rivers following the heavy rainfall, and large waves and strong winds may continue to cause some minor coastal flooding along the south coast.

Prime Minister David Cameron said the deaths caused by the storm were "hugely regrettable".

Asked whether train companies had over-reacted, he said: "These are difficult things to handle because you don't know for certain just how strong the storm will be."

HARGEISA (Somalilandsun)- Minister of Information and Public Awareness Mr.Abdillahi Mohamed Dahir (CUKUSE) told the media that he will sue Mr. Mohamed Farah Qabille (MP for incriminating him, as part of the plot of the assassination attempt on him.

The minister described Qabille's laying the blame on him as peculiar, unprecedented and alien to the political norm of the Republic of Somaliland since reclamation of independence and during SNM struggle.

"It is unfortunate for a member of the House of Representatives, who is fully aware of the history of Somaliland and its government, to repeatedly disseminate false propaganda against the government and its president; who is known for his patience and good leadership now and when he was chairman of SNM," Said the minister in Press Conference held on Thursday.

The minister added that there weren't any politically motivated assassinations or plots. Such acts are against our culture or the political norms of the country and described this as being a symbol of the respect Somaliland is enjoying today.

"It is unbelievable why my friend Qabille, who is not even in a political campaign- but who is fully aware of the different elections that the country has gone

MP Mohamed Farah Qabille is a fire brand politician who always thrives in pinpointing miss endeavors of the country's authorities and for the first time in the history of Somaliland, he survived an attempted assassination after a gunman named Mr. Tabarak Mohamed Du'ale opened fire on him on Tuesday evening.

Mr. Tabarak Mohamed Du'ale himself defended himself from the allegation and told HAATUF newspaper, in an exclusive interview- that he opened fire from his pistol in self-defense, when he saw Mr. Qabille moving towards his car with his pistol in his hand.

Somalilandsun - Today, the sky is heavy with dark clouds and our hearts with the sadness of Ali Hassan Adan's departure. He was popularly known, as Ali Banfas.

Banfas means more than a surname, it demonstrates his artistic talents in the Somali literature, it was a title in which he earned when he won the competition of Somali artistic show ( Bandhiga fanka Somaaliyeed) in 1976.He was a man with multiple personalities, a most loved teacher, an outspoken dissident poet in a time that walls had ears, and the air was thick with the fear of Siad Barre's repressive regime. No one was daring to say a word or express a gesture that can be interpreted as a critic or dissidence against the System. Unlike most of those who lived that time, Banfas never succumbed to the intimidations and Brutalities of the dictator's men, but shook his words with castles of oppression and woke up the arrogant blood-sucking vampires from their nests... the high ranking Generals and Captains. His poetical awareness was a nightmare that haunted them and taught them, they will never go away with their cruelty.

Banfas, though conceptually was analogous, he was artistically different from the revolutionist poets . He never hesitated to be proud of the nobility of his origin as an Isak-blooded man and Hargiesawi too. He was not wrong about that, because Isak-cleansing was the principle of the suppressive campaigns' in which the regime launched against Hargeisa, Berbera,Burao and Erigavo. With bravery, he stood for his ideals, his determination for freedom, and his position in human dignity. In the face of the arbitrary judges of the regime's notorious courts, he broke the walls of silence with his strong rhymes; spoke out loudly against the repressive policies. Mocking judges and prosecutions wiped with beads of sweat from their foreheads, embarrassed with the truth of his poetical revelations. While women and children were cheering and ululating outside vicinity of the court, tingling with the sense of patriotism as they heard Banfasi's daring response from the speakers.

"Oh Bidhiidh,do not let the fear overwhelm your senses,

The time is changing! ( Ha u biqin Bidhiidhaw waqtigu ways badalayaaye)

It is the most remembered verse of his inspiring poem at that moment----A lion remains to be a lion even if it is behind bars.

It was not message for Bidhiidh only, an inmate who shared the chains with him. This ill-treatment, torture and degrading practices were not confined to them personally, but it was something that systematically subjected to every prison in the detention facilities and police stations. It was common fate that was waiting for everyone who had conscience.

Mujahid Ali was not a man of words; he was also a man of action. He would have served 15 years, but he got his back freedom, as a result of carefully orchestrated Military operation of SNM fighters who conquered Mandhera Prison in January 1983.This successful combat which was known as Bad-baado ( The Rescue Mission) was led by Mohamed Hashi Dirie ( lihle ).....a senior Commander in SNM warriors . According to the context of his poetry works, Banfas was always optimistic about future. He assured that there was always a light at the end of the tunnel.

"The roar of explosions around me

Are the symbol of my rescue"....( Inaan garab haysto, gariirka agtayd ayaan ka gartaaye.....)

It was a poem he made when he was inside the prison. As they heard the sound of sporadic fires behind the walls, the sense of smile came back to the desperate faces of the inmates, his colleagues....the woods of hell. The time has changed.....and after few hours, the whole place was covered with smoke and blaze, as the dead bodies of the notorious prison guards and tormenters were piled up in the corridors of the jail.

"The time had changed"...as Banfas foretold.

From that day, when the chains of oppression were broken, he put himself in the fire line of the SNM battlefields, exposed himself to the hissing bullets of the enemy. Because freedom demands more than words, it wants to consume the blood and the souls of the braves. It was an obligation that vested upon everyone who could understand the circumstances of that day. Schoolboys turned into warriors who fought with morale and courage. Teachers like Ali Banfas, started to teach another classes in the heart of thick jungles, preparing their attentive pupils to the miseries of war and roasting themselves in the middle of its suffocating flames.

Our odeysseus ( Banfas) you passed away, but you won't disappear as long as freedom of expression exists as an ideal within our system. You were the champion of this liberty and proved to the world that nothing could suppress the voice of truth even if all the tools are in the hands of the tyrants. Truth erupts like a volcano, puffing up its ingredients when the scale of the oppression goes up in to intolerable extent. You are one of great poets who ignited the fire of freedom with their tongue. No wind can turn out the candle of your legacy.

Those who went through hard times for the sake of us and lived enough to witness the fruits of their struggle are luckier than Ahmed Genius. Because he implored Allah, not to take his life before he sees the accomplishment of the mission.

"Ilaahoon horteed dhiman, iyadoon dhammays noqon", Genius.

Unfortunately Mujahid Ahmed missed that chance. He martyred in the battlefields before the liberation.

May Allah rest all of you in peace and bless all the martyrs with his paradise.

HARGEISA (Somalilandsun) – Somaliland's Interior Minister Ali Mohamed Waran-Ade strongly condemned Judiciary branch of the country of fraud by getting bribes from the parents of youths convicted of felony offences such as gangs, recidivism and hooliganism, in place of Imposing tougher punishment on them.

"Formation of gangs by youngsters in Somaliland's main cities has been increasing for the months and security forces are chasing after them and detained dozens of youths who have been involving in felonies related offences such thugs and robberies. Arrested youngsters didn't even stay one night in the stations or prisons for the reason that courts took bribes from their parents to free. This will have dire consequences and negative impact on Somaliland's stability. We will no longer accept such fraud made by the courts.

"Victims didn't get their deserved justice and never get justice and protection from the courts of the country. There is nothing that prevents perpetuators from doing the same actions again and people can no longer be safe from the threats of perpetuators' wrongdoings," Said Minster of Interior Ali Waran-Ade speaking to the press after he had a discussion meeting with Somaliland's Security Committee.

Interior Minister added that parents of the wrongdoers will also be punished for the reason that they didn't succeed to stop their children incurring transgressions and misbehaviors. He also pointed out that security forces will make strong reactions and that it is possible their reaction might even result human losses.

Youngsters who are organizing themselves as gangsters have increased in the main cities of Somaliland and in a recent massive police operation netted the detention of more than hundreds of youths including hooligans, recidivists and youths who practice making offences repeatedly.

SOMALI INTELLECTUALS: LEADERS OR CHEERLEADERS?

Mr. Faisal Roble’s article on WardheerNews evoked in me a poignant memory. It was the fall of 1976, when the senior class of Sheikh Secondary School (dignified Somali Senior Secondary School Sheikh, we liked to call it) embarked on a visit to 1st July and Amoud Secondary Schools,of Hargeisa and Borama respectively. Brash, ambitious, in some ways foolish and haughty, wevery much enjoyed the journey, passing our time singing and playing jokes on one another—the only way one could endure the jarring jolts on the back of an old truck running on a rough and unpaved road. To me, of that trip two things stand out: the lay of the land west of Hargeisa and the youth from Jigjiga that I met at both 1st July and Amoud Secondary Schools.

How these youth and I were introduced I can’t remember. But once we met, the connection was electric and, I should add, mutually appreciated. Much as the tumultuous years since have done quite a job on me, memory of the young men from Jijiga has never left my mind. Such were the times that tribal origin could not keep the boys apart. An overriding sense of idealism and a common purpose united them; and they had a great story to tell, which some shared with me.

Later, the senior classes of both schools visited Sheikh, and I was able to once again meet and have further conversations with members of the group. About to graduate in less than a year, we were thrilled and filled with vim and vigor. How foolish! For little did we know that in graduating from high school (in July of 1977) we would right away join the nation in its proud and brazen march off a cliff.

Now, thirty-seven years later, faces, obscured by the fog of time, come to mind and the names are few and disjointed. There was Arbe, there was Mohamed Ali (dark and brawny), there was a Samatar (a tall fellow), and yes there was a short (short like me) expressive guy by the name of Faisal.

Fond memories of a bygone era!

This short story is more than a mere nostalgic expression. It is a sad but uncanny metaphor for the nation we had then and the one we now have: what was and what is. In much the same way, the story of Somalia’s failure is the story everywhere in Somalia of young men and women born bright, had the benefit of schooling, once brimmed with hope and dreams for themselves and for the Somali nation, but now stand divided for the most pathetic of reasons. It is the story of raw potential never realized, promise never fulfilled, desire for grandeur never satisfied. And it is also the story of surrender without a fight: surrender by Somalia’s intellectual class to clannish impulses, to the forces of division that set the agenda, and to foreigners that seek to control Somalia and manage its people as one would primitive clans in some rainforest.

Surrender! In Somali lexicon, a most abhorred word.

At every level of leadership, we have failed. We have failed at the national level; we have failed at the regional and tribal level; and as the class of educated men and women we collectively have failed.

At the national level, I do not see President Hassan Sh. Mohamoud as partisan. As the chief advocate for Central Authority, the President’s stand on Jubbaland is, in my view, essentially right. In him, I do not see the demagogy of his predecessor who engaged in dispensations and extensive political horse trading to gain support. And his years as a peace activist in Mogadishu grant him undeniable credentials few can boast. Yet, his ability to lead is seriously hampered.

He has failed to be an inspiration for the Somali people. He has failed to outline and articulate to the public his vision for Somalia and the path to its realization. And he has failed to recognize that tribal hegemony in and around Mogadishu, the economic and political clout that come with it, and the unlawful holding of private and public property together serve as a major obstacle to the restoration of Somalia. What’s more, frequent missed steps as well as missteps are a gratuitous supply of ammunition to his unscrupulous political opponents and threaten to derail his tenure as President. Perhaps most important, President Hassan Sh. Mohamoud came in with virtually no plan. Hastily drawn tactics with no grand strategy never work.

In my estimation, federalist regional leaders are deserving of a yet lower mark. Their absurd cavorting with foreign powers is detrimental to national interest. Their scope is never national.

Parochialism is their modus operandi. Their persistent and vociferous advocacy for federalism is never backed up with a comprehensive proposal for its implementation. Can they tell us how federalism will be anything other than tribal entities? Have we not tried this approach before when under the crushing weight of tyranny, we organized as clans only to succeed in hastening the destruction of our nation? Have we ever asked ourselves why could SSDF, USC, and SNM not come together and unite? The same rotten instincts that kept Abdullahi Yousuf, Silanyo, and Aidid apart will keep their counterparts of today apart. For today’s lands are nothing but yesterday’s tribal appellations in camouflage. Federalism in Somalia is a continuation of the Civil War by other means, an immoral exploitation of disorder and fear born of a narrow provincial mindset that is incapable of providing the nation with direction or leadership.


Yet, by far the biggest failure of leadership is that of the educated class. We have failed to enlighten the public; failed to frame the debate and take leaders, both national and regional, and each other to task; and failed to produce the kind of transforming leadership that Somalia sorely needs. Instead, and this is dreadful indeed, many so-called intellectuals have become cheerleaders for this or that group. It is not that we lack the intellectual ability, but rather that we lack the necessary intellectual courage and discipline. Ours is a digital world of good or bad, true or false, friend or foe. Any idea that makes us uncomfortable is necessarily bad. We seek comfort in the familiar and in groupthink, and treat mental provocation as a disease or as blasphemy. We like to remain unchanged, the same forever . And this is where we fail ourselves and fail our nation.

The most casual look at the history of nations in periods of great political upheaval reveals equally great intellectual exertion and turmoil. No society experiences drastic change for the better but that it has gone through a period of intellectual fermentation when intelligent people think deeply and intensely about salient issues, debate one another, clash over ideas, and in the process enrich one another and enlighten society. Thus are produced great men and women that by their leadership transform societies. By contrast, the most casual look at the Somali society over the past six decades reveals the opposite: intellectual thought and activity reacting to and following events on the ground. Those that actually have ventured afield to lead have so far done so by submitting to local sectarian forces, a feat one can achieve only by the immoral abdication of one’s intellectuality.

Left to their traditional devices and ways of thinking, Somalis will continue to behave in ways incompatible with the requirements of a modern nation state. And the Civil War has brought that propensity to the fore and really thrown the nation back to the era of statelessness, only this time made worse by the vanishing of time-tested traditional mechanisms of conflict resolution. Much of what we are witnessing today is Somali clans being just that: clans, with the more powerful ones achieving their narrowly defined goals: modern nation-state be damned! The countless moves and counter moves, the constant game of outmaneuvering one another, the brinkmanship, the bluster; these have resulted in the current status quo where real progress is impossible. The motivation is vague no more, the positions are clear, the lines drawn. For each major clan, a winning formula: one that has no place for the nation. It is an atavistic expression of tribal pride and independence. Call it secession, tribal federalism, tribal hegemony over the capital, it all amounts to one and the same thing: robbing the nation to empower the clan.

Clans win, nation loses! But without the nation, can clans survive?

The claim is made that we should let our people evolve in an organic way as has been the case with all advanced nations. Such arguments forget, maybe too conveniently, that since the Industrial Revolution and Colonialism that venue of development is no longer available. We either quickly achieve what in the past took other societies centuries, if not millennia, to achieve, or we do not survive as a nation in this world. I hold that the current world order is more fluid and more in flux than we would like to think. For societies like ours, it is sink or swim. No mercy for slow learners!

This is where the educated come in: we can speed things up, immensely, and go into history as the generation that turned things around. In life, no matter how long or short, few things stand as gratifying as the feeling you have been part of something truly great. Educated of Somalia, we have a chance to be great!

We can start with self-liberation; for one himself in bondage to the old tribal ways of thinking cannot be expected to be part of the solution. And we should learn to differ without acrimony. A healthy clash of opposed ideas is a sign of intellectual maturity. The only pre-condition is honesty: an idea dishonestly arrived at stinks and can never be concealed. Professional success and material comfort must not be allowed to blind us. For live where and how we may, be it in the halls of the universities of fame, the lofty offices of the West’s corporate world, the comfort of suburban life in America and Europe; no matter how high up we climb on the ladder of achievement or how far removed we are from good old Somalia, the dark shame of failure follows us like a shadow.

We can do better!

Finally, I leave you with these recurring specters:

Be it in the deserts where thirst and exposure to the sun drop them one by one, or the mountains where a rock gives way and they fall and break their necks, or they freeze from the cold, or yet the high seas where their crowded boats sink or they are thrown overboard, and they huddle and grab one another from fear of impending doom, and their bodies are by the sea swept ashore in some distant foreign land, and some foreigners find them and line them up on the beach, and they bring in the cameras and snap pictures of their grotesquely twisted bodies for the world to see: Somali boys and Somali girls alike laid out for what evidence I don’t know, and the world speaks of them as doomed Somalis, no names, no ages, nothing! Just Somali boys and Somali girls! And back home, their parents fret and wait for the phone calls that will never come; no matter where or how they die, death brings them together and makes them brothers and sisters again. In death together as in life apart!

Security forces shut down one of Somalia's most respected independent radio stations today in Mogadishu, accusing it of illegally occupying a government building, witnesses and police said.



Armed officers cordoned off the building located near the Somali capital's airport and arrested journalists inside in a raid that comes four days after the interior ministry ordered Radio Shabelle to leave the premises.


The interior ministry claims the building, which Radio Shabelle has used for four years, is government property.


"I saw some of the workers of the radio being forced onto a truck. They were taken to the criminal investigation department," said Osman Ayanle, a witness.


Journalists in the building broadcast news of the raid as it was happening, before being shut down.


"Radio Shabelle has ignored and even rejected a letter from the interior ministry ordering them to leave the government building," a police officer said.


The closure had "nothing to do with Radio Shabelle's current activities," the officer added. "We gave them the time to leave and they refused, that's the reason for the raid."


Radio Shabelle said its occupation of the building was legal and they had an agreement with the transport ministry. Before the widespread violence that broke out in Somalia in 1991 the building had belonged to a Somali airline.


Yesterday, the radio station posted a statement on its website saying it had filed a lawsuit with the Supreme Court which the Court had thrown out, and the regional court had also rejected the case.


"In that regard, we have decided to stay in the premises and resist the move, we will rather die inside the building instead of having been killed outside," it said.


The radio station said it also wanted to stay in the building because of its proximity to the airport, where security is high.


Somalia is one of the most dangerous countries in the world for journalists.

Eighteen media professionals including at least four from Radio Shabelle were killed in Somalia in 2012 -- the east African country's deadliest year on record, according to Reporters Without Borders (RSF) -- and more than 50 have been killed in the last six years.

At least six media workers have been killed this year.

Attacks on journalists are often blamed on Islamist Shebab fighters battling the internationally backed government, but some are also believed to be linked to a settling of scores within the multiple factions in power.


In 2012 Radio Shabelle won the prize for press freedom awarded every year by RSF.

Often, we hear of new colleges or universities opening in Somali,. We need to look into the educational background and qualifications of these teachers and into what they are teaching our children. We need to know that the curriculum is relevant to prepare them for the jobs that are in demand today and in the future.

We need to educate our children to prepare for the future by studying in order to compete for the highest demanding jobs in today’s market whether they live Somalia or outside of Somalia. Every year the United States, Europe and the Middle East bring to their countries, more than 60,000 people from India or other countries that are educated and/or trained specifically in technology and medicine. We need to identify the highest demanding jobs in the market today and what is coming tomorrow so we can always aim to improve the lives of our children. We can always follow the new trends and evolution of the market and direct children so they can be leaders not followers.

We have seen a lot of Somalia children who have received undergraduate degrees from universities but are still dying every day in the Mediterranean Sea. However, there are foreign workers in Somalia who work with the NGO organization including private security and maintenance. Are we preparing our children for the jobs that are in the highest demand today?

I traveled to more than 30 countries during the last 3 years and sat down with different University and College deans and asked them what they are trying accomplish. We transform education with technology and innovations.

There are more than 100 technology certifications and they are all highly in demand; for example, Microsoft alone has almost 20 different certifications and so does Cisco. There is a technological position called Cloud Engineer. In this occupation, you can work with big organizations and live anywhere in the world that has internet access and still do your job. We know that the United States operates drone airplanes during military combat. This force is driven by technology.

There is a technology firm I associate with that brings at least 10,000 Indian engineers to the United States for contract opportunities every year. Those employees earn $80,000 to $150,000 dollar a year. It takes six months or less to educate these employees.

Our children can be educated between six to nine months to earn this kind of income. They can get contracts outside of our country if they can find no opportunities within our country. Also, other countries will sponsor them because there is a demand for these fields. To educate 100 students, it will cost 0 dollar. The only training equipment they need is a virtual lab that can be used from anywhere there is access to the internet.

We don’t have to be in Somalia to educate our children. There are so many ways that we can help our children today. Technology allows us to communicate and guide them step by step, such as using Video Conferencing and Web Conferencing. We need to set standards and let our children know that if they don’t take control of their lives and educate themselves with our help, they will fail in life.

Here are some examples I saw last year, when I went back home after 20 years:

I went to Somaliland in July of last year and when I was coming back I met two Indian engineers at Berbera Airport while we were waiting for the airplane. I spoke to one of the engineers and asked where he came from and what he does for a living. He stated he came from Puntland and was working for a telecom company installing equipment. Also, he mentioned that he was coming back after 3 weeks to work on contracts that were worth $150,000. He would be working for two months to fix some more equipment. In addition, he would be training four Somalia persons on minor troubleshooting techniques

I asked him if he was going to train those young Somalia persons how to fix the equipment if there is a problem and he responded to me “No, only to troubleshoot so I can keep my customer”. I told him what I do for a living and where I live. He asked me for my contact information and if I could work with him on different contracts in Africa. I told him that I am not ready at this time.

I spoke to the other Indian engineer and asked him where he came from and what he does for a living. He told me that he had been working in Somaliland for two year as a graphics designer and he was coming back after one month. I asked him how much does he earn and he told me more than $100,000 a year.

Approximately two months ago, I met another United Kingdom architectural engineering in Atlanta, GA who is working for SAMCable in Somaliland. A friend of mine introduced me to him while I was in Somaliland. Based on the conversation that I had with him regarding the field that he is working in at SAMCable, and because I consider myself an expert in that field, if he was in the United States, his skills and use of terminology would not allow him to secure a job making more than $200.000 dollar a year, as he quoted as being his salary.

We can help our children to prepare for the future so can they take the lead in our country, nearby or neighboring countries and the world.

We can always say to them, ”If you are the smartest person among your friends or associates, you need to meet new friends and associate who are smarter than you to advance your knowledge and quality of living. If you fall and you can look up you can get up.
