Somaliland: Foreign Minister Denies Corruption Claims

Corruption alleegations were made on Monday by Mr. Mahmoud Raage Ibrahim during a press conference• Corruption claims made by DG on resignation

• Minister asks the auditor general to investigate

HARGEISA (Somalilandsun) - The ministry of Foreign Affairs has requested the Auditor General to conduct an investigation geared towards ascertaining the truth behind malfeasance allegations made by the ex-Director general.

Dr. Mohamed Abdilahi Omar, said that corruptions allegations made by the Director General Mr. Mahmoud Raage Ibrahim as reasons behind his resignation were false and baseless thus the request to Auditor General's office to set the record straight.

The investigation appeal to the AG's office by the Somaliland foreign minister follows allegations made on Monday by Mr. Mahmoud Raage Ibrahim during a press conference in his office to announce resignation as Director General in the foreign ministry

During the Monday press conference Mr. Raage said that he has been forced to resign from his official duties as the Director General-DG ministry of foreign affairs due to malfeasance practices by the foreign minister.

Among the malfeasances attributed to the foreign minister include:

• Misappropriation of funds meant for foreign missions resulting in the closure of a couple of them.

• Non-consultation with ministerial staff thus rendering all departments moribund

• Fronting the establishment of a political party with public funds

• Dictatorship thus a one man show ministry.

The DG further claimed that the minister has dictatorial tendencies which have left all departments in the ministry functionless thus only the minister's office is operational. Mr. Mahmoud Raage stressed on the fact that working with & under the foreign minister has been one of his worst career nightmares.

The DG apologized to the president H.E Ahmed Mahmoud Silanyo for announcing his resignation through the media, attributing this anomaly to difficulties in assessing the president.

Said he,"I sincerely apologize to President Silanyo for not submitting my resignation directly to him, but the wall created by some operatives at the presidency"

The former DG claimed that Mr. Hirsi Ali Minister at the presidency has erected a wall around the president thus tightly restricting access to the president, thus his resort to the media to tender his resignation.

Mr. Raage said that the Hirsi wall is only penetrated by persons who owe their allegiance to the presidency minister thence provide President Silanyo with only information sweet to his ears.

The outgoing DG further alleged that the Hirsi wall has completely alienated the head of state from realities on the ground as most members of parliament & Guurti, Civil service, traditional and political leaders, who are thought to be independent from the Hirsi clique, are not allowed to meet with the Silanyo.

"This is a funny spectacle because the president is even fed false intelligence & security related reports"

The DG further alluded to the fact the two ministers (Foreign & presidency} are the ones behind the establishment of the NASIYE political party which is one of the 15 registered this year. He termed the establishment of this party as ploy to destroy the political fortunes of Mr. Musa Bihi the boss of the ruling Kulmiye party of which the two ministers and the DG owe their allegiance and political appointment to.

Not only did the foreign minister request the AG to conduct an investigation but denied fronting a political party claiming to be a staunch supporter and life member of the Kulmiye party as well.

Dr. Mohamed A Omar the foreign minister, further refuted claims of public funds misappropriation which led to the closure of certain foreign missions, terming the opening closure of these missions as a government prerogative, he concurred that a number of foreign missions have been closed after their usefulness was found wanting.

The minister claimed that the DG's resignation was as a result of incompetence of which he, minister, has been covering for a long time. He hoped that the youthful Raage will find a job where he can function with ease.

The outgoing DG Mahmoud Raage Ibrahim has been the Director General at the foreign ministry for almost a year a post he assumed after he was transferred from the ministry of Justice where he held a similar position. He was picked by president Silanyo from the Diaspora where he lived a refugee first and briefly in Birmingham-UK before relocating to Denmark where he is a citizen and speaks the language well.
