The negotiations on the political transition in Yemen successfully completed

UN envoy to Yemen Jamal Benomar announced in a press conference held in The Yemeni capital Sana'a today that the negotiations on a political transition settlement, as called for in Security Council resolution 2014 (2011), have been successfully completed.Once the Agreement is signed, it will mark an important step for the people of Yemen in resolving the political crisis and moving their country forward towards a better future. Press Statement by UN Special Adviser Jamal Benomar on Yemen I am very happy to announce that the negotiations on a political transition settlement, as called for in Security Council resolution 2014 (2011), have been successfully completed under my facilitation. Once the Agreement is signed, it will mark an important step for the people of Yemen in resolving the political crisis and moving their country forward towards a better future. The Agreement is expected to be signed today in Saudi Arabia by all sides. I note the commitment of President Ali Abdullah Saleh to enable the transition process to begin. This could not have been achieved without his support. I also acknowledge the roles played by Vice-President Abed Rabbo Mansour al-Hadi, representatives of the General People’s Congress and the National Council for the Peaceful Revolutionary Forces for successfully completing the Agreement. 

 I welcome the important role played by the Gulf Cooperation Council and its members, and members of the UN Security Council and the European Union in promoting a peaceful transition. At the request of both sides, I facilitated these negotiations in exercise of the Secretary-General’s Good Offices role, and as called for in resolution 2014. On 28 November, I will present the Secretary-General’s report on these negotiations and other issues relevant to the implementation of resolution 2014 to the Security Council. The Agreement delegates authority to implement the provisions of the mechanism from the President to the Vice-President. There will be early Presidential elections 90 days after signature of the Agreement. Throughout this period and over a further transition phase of two years, a Government of National Unity will establish a National Dialogue conference to ensure broad inclusiveness in the process of mapping out the future of the country. 

This will be followed by a constitutional review, which will be open to participation by representatives of all regions and segments of Yemeni society. New political actors will have the opportunity to form themselves into political parties and to compete on equal terms in the elections held at end of the two-year transition. These steps will, I hope, create a strong basis for a fully inclusive and participatory transition process, giving civil society, including the Youth and women, a true stake in Yemen’s future. Towards this end, the parties have agreed to engage immediately with the youth movements in the squares to seek their support for and active participation in the transition process. The agreement can become an important milestone towards restoring peace and stability, maintaining national unity and territorial integrity, and laying the foundation for economic recovery. However, the people of Yemen have endured great suffering and hardship as a result of the current crisis. It will therefore be critical to view the success of this agreement through the effectiveness of its implementation. I therefore call on all sides to honour their commitments in the Agreement to immediately cease all violent acts, refrain from any further provocations, and to work together in good faith towards its full implementation. Let me now address the Youth directly.

 You have generated the momentum for change in Yemen. The door is now open for you to make a real difference in the transition. You have the chance to organize yourself to take this opportunity and responsibility and make a meaningful contribution to this process. The future now lies in the hands of the Youth. In the coming weeks and months many challenges remain. All Yemenis will now need to come together to reconcile, and to tackle the difficulties that lie ahead. On behalf of the Secretary-General, I reaffirm the strong commitment of the United Nations to continue to support a Yemeni-led transition process. To this end, the United Nations will continue to work closely with all Yemeni stakeholders and remain actively engaged with members of the Security Council, members of the Gulf Cooperation Council, the European Union and other international partners.
