The Ministry of Education in Somaliland is implementing a major institutional and organisational development capacity building exercise. This programme is funded by the European Union with technical assistance provided by UNICEF, CfBT and Africa Educational Trust (AET). Under this programme the Ministry of Education would like to recruit a Gender Technical Advisor with INTERNATIONAL experience.
Working in an advisory capacity the post holder will provide technical support to the Ministry of Education, and specifically, the Gender Department/Unit in the Ministry, to enhance girls’ enrolment and participation in school, and mainstream gender in education policy, planning and systems. The TA will also support the MoEs to develop and implement social mobilisation and advocacy campaigns, conduct research and monitoring on barriers to girls’ education and support the Regional Education Offices’ Gender Focal Points.
The successful candidates will be offered an 8 months contract with a 2 months probationary period. He/She will work within the Ministry of Education under a UNICEF/CfBT service contract and will be answerable to the Director General of Education and may be expected to travel widely within Somaliland regions. They will be supported by / work with international consultants to embed institutional and organisational change.
Requirements for the Post:
§ Relevant third-level qualifications in gender in education or a related field (minimum post-graduate degree);
§ Appropriate international experience in a similar technical advisory role with a Ministry of Education or education entity on gender mainstreaming and girls’ education;
§ Demonstrated ability to conduct policy reviews and provide technical assistance for mainstreaming of gender in education policy and planning;
§ Able to identify key issues through quickly establishing good working relationships with key stakeholders;
§ Oral and written fluency of the Somali language with awareness of local issues is an advantage;
§ Minimum five years of overseas experience working in education and gender programmes preferably in the region or on a regional level;
§ Strong personnel management experience;
§ Good writing skills including previous proposal writing experience, and excellent command of English and IT;
§ Excellent coordination and collaboration skills with government ministries, donors andINGOs;
§ Willingness to travel and work in a challenging environment;
§ Available immediately.
