UN AGENCY CALLS ON IRAN TO HALT WORK ON RECENTLY-DISCLOSED FACILITY
The United Nations International Atomic Energy Agency
(<http://www.iaea.org/>IAEA) today called on Iran to immediately
suspend the construction of a recently-disclosed uranium enrichment
facility, and cooperate more fully to resolve all outstanding issues
related to its nuclear programme.

In a <http://www.iaea.org/Publications/Documents/Board/2009/gov2009-82.pdf>resolution
adopted today in Vienna by the Agency's Board of Governors, the IAEA
also urged Iran to clarify the purpose of the enrichment plant at Qom.
UN inspectors visited the plant late last month after Iran disclosed
its existence in September.

In addition, the IAEA "calls on Iran to confirm, as requested by the
Agency, that Iran has not taken a decision to construct, or authorize
construction of, any other nuclear facility which has as yet not been
declared to the Agency."

The resolution comes a day after the Agency's ou
tgoing Director General, Mohamed ElBaradei,

the 35-member policymaking body that the IAEA had reached a "dead end"
with Iran, noting that there had been no movement in over a year in
resolving outstanding issues related to its nuclear programme.

While Iran has stated that its nuclear programme is for peaceful
purposes, some countries contend it is driven by military ambitions.

The Agency today urged Iran to engage with it on the resolution of all
outstanding issues concerning the country's nuclear programme and to
cooperate fully in terms of providing access and information requested
by the IAEA.

The momentum for a deal at next month's United Nations climate change
summit is strong and growing, Secretary-General Ban Ki-moon said
today, urging world leaders to make the extra push to achieve a firm
foundation for a legally binding treaty as early as possible in 2010.

"My message to you today is simple: stay focused, stay committed, come
to Copenhagen, and seal a deal," Mr. Ban said in a
<http://www.un.org/apps/sg/sgstats.asp?nid=4256>keynote address to
Commonwealth heads of government, at their meeting in Port of Spain,
Trinidad and Tobago.

"A deal that is ambitious, a deal that is equitable, a deal that
satisfies the demands of science," he added.

With only nine days to go, he and Prime Minister Lars Løkke Rasmussen
of Denmark, which is hosting the 7 to 18 December conference, are
working to get every country on board towards a new agreement to
reduce greenhouse gas em
issions. Some 80 world leaders have pledged to attend the summit, and
more are signing up daily.

"The momentum is strong -- and it continues to grow," Mr. Ban told the
gathering, which is the last international meeting before Copenhagen.

Despite several rounds of pre-summit negotiations, core issues --
including mitigation targets from industrialized countries and
financing to assist developing countries -- remain unresolved and have
dimmed the hopes of achieving a legally binding successor pact to the
1997 Kyoto Protocol, the emissions reduction treaty whose first
commitment period expires in 2012.

Mr. Ban noted that every country, large or small, has an important
role, and each week brings new commitments and pledges -- from
industrialized countries, emerging economies, and developing
countries.

Among others, he cited the voluntary plans to significantly reduce
emissions announced recently by Brazil, Indonesia and the Republic of
Korea, as well as the "ambitious" pledges mad
e by Japan, Norway and the European Union.

He called for strong commitments in five areas: ambitious mid-term
mitigation targets from industrialized countries, ambitious mitigation
actions by developing countries that limit the growth of their
emissions to below 'business as usual,' ambitious adaptation framework
for all countries, financing and technology to support developing
countries with all of the above, and a transparent and equitable
governance structure to manage and deploy these resources that gives
all countries a voice.

Stressing that financing is key, he said that in the short term, the
developed world will need to provide at least $10 billion dollars in
fast-track funding annually over the next three years. This will go
towards jump-starting low-emission growth in developing countries,
limiting deforestation and financing immediate adaptation measures.

More substantial funding, scaled up to the needs, will be needed over
the medium term, he added.

"An agreement in
Copenhagen that clearly addresses these elements will be a success."

Towards the end of the world, during the time of Hadrat [2] al-Mahdi,
'Isa (alaihi 's-salam) will descend from the sky to Damascus and join
Muhammad's ('alaihi 's-salam) umma and preach Islam on the earth.

Holding out for a 'perfect' deal at next month's climate change summit in Copenhagen could result in there being no agreement at all, Secretary-General Ban Ki-moon warned today, calling on all States to get behind a deal that is as ambitious as possible but also has broad international support.

In an address to the Commonwealth summit meeting with small island developing States, held in Port of Spain, Trinidad and Tobago, Mr. Ban told participants that given their countries were on the frontline of the impact of climate change, it was vital that their voices were heard to try to achieve "a strong, equitable agreement" in the Danish capital.

"I know the cost of inaction far outweighs the costs of acting today," he said. "I commend your call for deep emissions cuts in line with the science. And I support your call for scaled-up resources for urgent adaptation needs as well as mitigation.
"

Without a deal at the summit, Mr. Ban said greenhouse gas emissions would continue to rise and the impact of climate change worldwide would become ever more severe.

A deal "must be as ambitious as possible. But to get a deal we need every country on board. We need you on board. The world needs your support at this critical moment."

The United Nations Secretary-General said he recognized the concerns of many small island developing States, particularly about the need to set a long-term goal to keep global temperature increases as low as possible.

"Many refer to a 2-degree limit while for you, the most vulnerable countries, a safe level means staying below 1.5 degrees centigrade. That said, we face a simple reality: if we delay for perfection, we risk ending up with nothing -- no agreement at all."

Mr. Ban told participants that momentum for a deal in Copenhagen, where at least 80 world leaders are expected to attend, was strong and continuing to grow.

"The world has never befor
e witnessed this level of political engagement on climate. We will not get a better chance any time soon."

He emphasized that any deal reached in Copenhagen should deliver "immediate, practical results," including the acceleration of financing of at least $10 billion a year to strengthen resilience and support mitigation measures against climate change in poorer and vulnerable countries.

"A deal that will spur action on all key areas of adaptation, mitigation, finance and governance. An ambitious deal that will set a firm deadline for a legally binding treaty as soon as possible in 2010. The stronger the agreement in Copenhagen, the quicker it can be transformed into a legal framework."

 Voicing deep concern that talks between Israel and the Palestinians have stalled for nearly a year, Secretary-General Ban Ki-moon today stressed the importance of creating the right conditions so that the two sides have sufficient trust in each other to return to the negotiating table.

"It is vital that a sovereign State of Palestine is achieved," Mr. Ban said, in a message marking the International Day of Solidarity with the Palestinian People, which is observed annually on 29 November.

"This should be on the basis of the 1967 lines with agreed land swaps and a just and agreed solution to the refugee issue -- a State that lives side-by-side in peace with Israel within secure and recognized borders."

But the United Nations Secretary-General noted that while Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas have publicly committed to a two
-State solution, formal talks have been suspended for almost a year.

"I support the clear commitment and efforts of the United States to bring about a resumption of meaningful negotiations on all final status issues, including the security of Israelis and Palestinians, borders, refugees and Jerusalem.

"The biggest challenge to this shared agenda is to create the conditions in which the parties have the trust and confidence to return to genuine and substantive talks."

Mr. Ban welcomed the "significant progress" made by the Palestinian Authority in meeting its obligations under the Roadmap, the internationally-backed plan for achieving Middle East peace, in the West Bank.

"I call on all Palestinians to fight violent extremism and to refrain from incitement, and to continue their unyielding struggle to build their own State institutions. These efforts have resulted in economic and security improvements, which should be sustained and extended."

To that end, Mr. Ban said, he welcomed
initial steps by Israel to "contribute to these positive trends," and he called on the country's authorities "to expand these measures so that change can become truly transformative."

But he voiced deep concern that illegal settlement construction continues in East Jerusalem and the remainder of the West Bank, and he reiterated earlier calls on Israel freeze all settlement activity, including so-called "natural growth", and to dismantle outposts erected since March 2001.

Mr. Netanyahu's recent announcement of settlement restraint, while a step beyond earlier positions, falls short of Israeli obligations under the Roadmap, Mr. Ban said.

The Secretary-General added that he was also concerned about the recent evictions of Palestinians and house demolitions in Jerusalem, as well as the closure of Palestinian institutions in East Jerusalem, saying those actions "stoke tensions, cause suffering and further undermine trust."

Jerusalem is a final status issue to be negotiated by Israel an
d the Palestinians, Mr. Ban underlined, saying the city "should emerge as the capital of two States, with arrangements for the holy sites acceptable to all."

In addition, the UN chief emphasized the urgent need to end the crisis in the Gaza Strip, where an ongoing Israeli blockade has restricted Palestinians' access to vital humanitarian assistance.

"The closure of Gaza should be lifted, consistent with Security Council resolution 1860, to allow for the unimpeded flow of humanitarian aid, commercial goods and people," he said.

"Consistent with this same resolution, efforts must also be made to address Israel's legitimate security concerns, including through mechanisms to prevent the smuggling of weapons into Gaza and an end to Palestinian rocket fire at Israeli civilians."

Mr. Ban also called for credible domestic investigations to begin into allegations of violations of international humanitarian and human rights law by both sides during the fighting in Gaza and southern Israel a

MOGADISHU, Somalia ? The recruits gather in scorching desert hideouts in Somalia, use portraits of President Barack Obama for target practice, learn how to make and detonate bombs, and vow allegiance to Osama bin Laden.
Training camps in the lawless nation of Somalia are attracting hundreds of foreigners, including Americans, and Somalis recruited by a local insurgent group linked to al-Qaida, according to local and U.S. officials. American officials and private analysts say the camps pose a security threat far beyond the borders of Somalia, including to the U.S. homeland.
In interviews with The Associated Press, former trainees gave rare details on the camps, which are scattered along desert footpaths, rutted roads and steamy coastal dens. They say the recruits are told the United States is the enemy of Islam.
U.S. and Somali officials say Somalia's al-Shabab jihadist, or holy war, movement is growing, and uses foreign trainers with battlefield experience from other conflicts.
The threat posed by the training camps was underscored in federal court documents unsealed Nov. 23 in Minneapolis, home to a large Somali-American community. An indictment against several Somali-Americans who allegedly fought in Somalia said trainees at one camp included dozens of ethnic Somalis from Somalia and other African countries, Europe and the United States.
"The trainees were trained by, among others, Somali, Arab, and Western instructors in ... small arms, machine guns, rocket-propelled grenades, and military-style tactics," said an affidavit from FBI Special Agent Michael N. Cannizzaro Jr. that was unsealed with the indictment.
Former al-Shabab fighter Hassan Yare, who works in Somalia's capital, Mogadishu, said life in the camps is austere. Recruits sleep on plastic sheets and sometimes eat only one meal a day ? often maize cooked with water. Phones are confiscated. Recruits are only allowed to speak to their parents once every other Friday ? Islam's holy day.
"The message is simple," Dahir Muhiyadiin, 18, said three months after finishing his training at a camp run by Somalia's main insurgent group. "We are taught how the Western infidels want to eradicate pure Muslims, about how the U.S. government does nothing as Israel harasses our Muslim Palestinians."
Al-Shabab ? "the youth" in Arabic ? controls much of the desert nation's southern region and holds large parts of Mogadishu. It wants to overthrow the government and install a strict form of Islam. Analysts say the group has between 2,000 and 3,000 fighters.
Among al-Shabab's ranks are an estimated 200 to 400 foreigners from Pakistan, Chechnya, Sudan, Kenya, Tanzania and other countries ? many of them veterans of fighting in Afghanistan and Pakistan, said Mark Schroeder, an Africa analyst at the global intelligence firm Stratfor.
The proliferation of jihadist training camps raises concerns that Somalia will become the next Afghanistan ? a sanctuary for al-Qaida-linked groups to train and plan attacks. The Somali government seems powerless to do anything about it.
"The threat posed by al-Shabab is something that we pay very, very close attention to," Vice Adm. Robert T. Moeller, the deputy commander for the U.S. military's Africa Command, told AP at the command's headquarters in Stuttgart, Germany.
The government is backed by 5,000 African Union peacekeepers but controls only a few blocks in Mogadishu. The insurgents are so confident that they stage executions of suspected spies there.
Jihadists linked to al-Shabab can also roam through neighboring countries without attracting much attention and already cross boldly into northern Kenya.
U.S. officials are concerned Somali-Americans who fought with al-Shabab will return to the United States and carry out attacks. As many as 20 from Minnesota have been lured to their ancestral homeland to join the jihad. At least one blew himself up in a suicide attack in Somalia.
One of the documents unsealed in Minneapolis gave details on that attack. It said Shirwa Ahmed, a naturalized U.S. citizen and Minneapolis resident, took part in a truck-bombing in Bossaso, Somalia, on Oct. 29, 2008, against offices of a regional intelligence service. Ahmed, who was alone in the truck, was identified through a fingerprint obtained from a finger found at the bomb site.
A Somali-American from Seattle is suspected of also having taken part in a suicide attack against an AU peacekeeper base on Sept. 17. U.S. authorities said they are awaiting DNA test results to confirm it.
Michael Leiter, the director of the U.S. National Counterterrorism Center, told Congress in September there is "significant concern" that al-Qaida operatives in Somalia may commission Americans to return to the U.S. and launch attacks. In recent weeks, al-Shabab has threatened to attack Uganda, Kenya, Israel and other countries, although it has not made a direct public threat against the United States.
About a dozen al-Qaida operatives are in Somalia with ties to al-Shabab, Schroeder said. One of them, Fazul Abdullah Mohammed, is wanted for al-Qaida's 1998 bombings of the U.S. embassies in Kenya and Tanzania that killed 224 people, including 12 Americans.
Somalia is among a handful of places where terrorists can train openly. The U.S. State Department says terrorist training also takes place in Afghanistan, Pakistan, parts of North Africa, the Philippines, Lebanon, Yemen and Colombia.
The United States withdrew most of its troops from Somalia in 1994, months after 18 U.S. soldiers were killed in the battle described in the book "Black Hawk Down." The soldiers had been deployed to help amid a famine but became embroiled in clan warfare. The U.S. is leery of making such a large commitment again but is still engaged.
On Sept. 14, U.S. commandos on helicopters strafed a convoy carrying top al-Qaida fugitive Saleh Ali Saleh Nabhan in rural southern Somalia, rappelled to the ground, collected his body and another corpse and took off. Nabhan was wanted for the 2002 car bombing of a beach resort in Kenya and an attempt to shoot down an Israeli airliner.
In October, the U.S. began using sophisticated Reaper surveillance drones in the region, initially to hunt for pirates. Analysts expect they will also be used to search for militants in Somalia.
Al-Shabab recently released a video showing its members vowing allegiance to bin Laden, training in dusty camps and calling Somalia's U.S.-backed President Sheik Sharif Sheik Ahmed a traitor. The militants leaped over sandbags, crawled on the ground and fired at targets under the gaze of light-skinned, bearded trainers.
Recruits are trained in intelligence matters and explosives, said an al-Shabab official who spoke on condition of anonymity because he was not authorized to talk to the press.
Suleyman Hussein, a former al-Shabab fighter who defected to a government-allied militia, told AP that camp leaders affixed photos of Obama and Ahmed to wooden boards.
"They were our targets," he said.
Somali Police Chief Abdi Hassan Awale said the camps are mostly near the Kenyan border and are drawing more recruits. He said one camp is near Raaskambooni, a town along the Indian Ocean less than two miles (3 kilometers) from the Kenyan border.
"Most of the trainers are foreigners, including people from Western countries," he said. "We do not know exactly how many there are, but we estimate hundreds."
Awale said al-Shabab tries to recruit the poorest, the mentally ill and teenagers who have lost their parents in Somalia's violence. He accused the group of brainwashing recruits "with false, un-Islamic ideas imported from Afghanistan and Pakistan."
Somalia has many orphans that al-Shabab can try to recruit. As many as 22,000 civilians have been killed and 1.1 million displaced in the past two years, according to Ted Dagne, an African affairs specialist with the Congressional Research Service.

The group was told that their visas were rejected by the Kenyan authorities. A family of former asylum seekers is costing taxpayers more than ?83,000 a year as it emerged they are living in a ?1.8 million home in central London.

Nasra Warsame, originally from Somalia, seven of her children and her mother moved into the six-bedroom home last month, while her husband Bashir Aden and an eighth child are living in a separate "overspill" property, also paid for by housing benefits.
The couple claimed asylum in Britain after leaving Somalia in 1991. They have since been granted citizenship and all their children, aged between two and 16, have been born here. The family moved into the 1960s development within walking distance of Edgware Road underground station while Mr Aden lives in Camden in a two-bedroom council flat, after their previous property in Maida Vale, northwest London, was considered too small.
Last year James Purnell, then Work and Pensions Secretary, promised to curb excessive housing costs. But it would appear the Warsame family are granted ?1,600-a-week allowance, despite the going rate for properties in the Edgware Road area around half that figure.
Ms Warsame said of the home, which the family moved to last month: "The new house we moved into is a nice house and it is in a nice area," said Warsame, 40. "It is quiet and it is convenient and we do not want to leave."
Philippa Roe, the cabinet member for housing at Westminster council, told The Sunday Times: "The amount of housing benefit payable for tenants is determined by government policy.
We would like to see the entire system changed to enable local councils to have more control."
A spokesman for the work and pensions department said: "We will launch our consultation on further reforms to housing benefit shortly. We want the system to be fair both to families in need and to the taxpayer."

BRUSSELS (Dow Jones)--The European Commission has banned all airlines from Djibouti, Sao Tome & Principe and the Republic of Congo from flying to the European Union because of safety concerns, it said

The commission, the EU's executive body, also said in the statement that it has lifted a ban on three Ukrainian airlines--Ukraine Cargo Airways, Volare and Motor Sich. Angola's TAAG Airlines has been allowed to increase the number of aircraft it uses in flights to Portugal, the commission added.
The commission has a "blacklist" of airlines that aren't allowed to fly to the EU because of safety concerns which it updates regularly. Friday's was the 12th update.
"The list serves as a preventive instrument for safeguarding aviation safety," the commission said. "The list also acts as a last resort when serious safety problems persist by imposing restrictions or banning access to European airspace," it added.

The Iraq war was of "questionable legitimacy" because Tony Blair failed to secure public or United Nations support for military action, Britain's former ambassador to the UN said yesterday.
 
Sir Jeremy Greenstock told the Iraq war inquiry that the 2003 invasion was not illegal under international law but revealed that he threatened to resign in 2002 if Britain supported it without securing at least one security council resolution.
 
Sir Jeremy, who played a pivotal role in the failed attempt to win a further UN mandate to directly authorise military action, said he was kept completely in the dark about Mr Blair's agreement to use military force and claimed that American politicians were "decidedly unhelpful" during his efforts to secure international support. The move was vetoed by France and Russia, leading critics to claim the subsequent invasion was illegal.
 
Criticising the Bush administration's approach, he said: "We began to see that there was not much energy being expended in Washington on outreach, consultation and good relationships. Even before I heard of any serious action being taken to prepare for a possible attack on Iraq, I was coming to the conclusion that the United States was missing an opportunity in general global terms."
 
The former ambassador disclosed that he was not asked for his opinion as the then Prime Minister formulated his controversial Iraq policy. It was not until George Bush and Mr Blair met at the US President's ranch in Crawford, Texas, in April 2002 that he realised the UK was being drawn into quite a different debate. "That discussion was not totally visible to me," he said. "I was not being politically naive but I was not being politically informed either."
 
Sir Jeremy believed existing UN resolutions provided "sufficient legal cover" for future action but only if Iraq was found to be in breach of its disarmament obligations. He said there were different opinions and that a "final and conclusive" verdict was never likely to be made.
 
But he added: "If you do something internationally that the majority of UN member states think is wrong, illegitimate or politically unjustifiable, you are taking a risk in my view.
 
"I regarded our participation in the military action against Iraq in March 2003 as legal but of questionable legitimacy in that it did not have the democratically observable backing of a great majority of member states or even perhaps of a majority of people inside the UK.
 
"There was a failure to establish legitimacy although I think we successfully established legality in the UN ... to the degree, at least, that we were never challenged in the UN or International Court of Justice for those actions."
 
Sir Jeremy believed war might possibly have been averted if UN weapons inspectors had been given more time in Iraq. If military action had been delayed for about six months, there would have been a better chance of securing UN support.
 
"It seemed to me that the option of invading Iraq in, say, October 2003 deserved much greater consideration," he said. "But the momentum for earlier action in the United States was much too strong for us to counter."
 
He still felt that Saddam Hussein had been concealing some illegal materials or programmes: "I still believe there is something there but it is a question of what that something is."
 
Although Iraq's representative at the UN told him in September 2002 that Iraq had no weapons of mass destruction (WMD), Britain was not in a position to ascertain whether this was true.
 
He said the "whole saga", in terms of UK policy, was driven by the belief that Iraq had WMD and any talk from the United States of other motivations for war, such as regime change, were "unhelpful". UK policy was solely focused on disarming Iraq, he insisted. The failure to secure another UN resolution had been damaging in terms of public perceptions of the reasons for going to war.
 
"What we were left with by the failure of diplomacy was the US set of reasons for going to war with Iraq, not the British ones," he said.

The idea of toppling Saddam Hussein was floated in Washington even before the attacks of September 11, 2001. "We were aware of those drumbeats from Washington," said Sir William Patey, the former head of the Foreign Office's Middle East section. But he said London refused to become involved in the discussions: "Our policy was to stay away from that end of the spectrum." After the 9/11 atrocities, Sir William asked officials to draw up options for dealing with Iraq. The list included the possibility of regime change but Britain dismissed the idea.
 
British backing for US
 
Tony Blair's government decided in 2002 it would be "a complete waste of time" to resist American plans to invade Iraq, according to Sir Christopher Meyer, who was British ambassador to Washington at the time. Equally it was "taken for granted" in the White House that Britain would join the US in its military action. He suggested Mr Blair could have "signed in blood" Britain's support during a visit to George Bush's ranch in Crawford, Texas, in April 2002.
 
Saddam's weapons
 
The Foreign Office received intelligence 10 days before the March 2003 invasion that Iraq's chemical and biological weapons may have "remained disassembled", former senior official Sir William Ehrman revealed. There were also repeated warnings to ministers that the intelligence coming from Iraq was "sporadic and patchy". A suggestion that aluminium tubes, which can be used in nuclear weapons, had been found in Iraq was included at the last moment in the September 2002 dossier making the case for war after comments made by Dick Cheney, the former US vice-president, on television.
 
The war's legality
 
Sir William Patey said officials dismissed the idea of an invasion in 2001 because it had "no basis in law".
 
Sir Jeremy Greenstock, Britain's ambassador to the United Nations in 2003, said he believed the military action to be legal under international law. But he thought it would have had "questionable legitimacy" as it lacked majority backing within the UN – and among British voters. Sir Jeremy warned the Foreign Office he was ready to resign unless there was at least one fresh Security Council resolution justifying military action.
 
The aftermath
 
Sir Christopher Meyer said he warned Mr Blair of the need for more clarity on post-war planning as President Bush's aides were simply assuming it would be "all right on the night".

Entrepreneur Dick Smith says he was only one of many people who contributed to the rescue of kidnapped Australian photojournalist Nigel Brennan in Somalia.

Mr Brennan and his Canadian colleague Amanda Lindhout were released on Wednesday after a ransom was paid. It was rumoured that the payment was $US1 million, but an anonymous Somali official said the figure was $US700,000.

"I did assist with some money," he told ABC 2 Television, adding that Australian Greens leader Bob Brown put in a substantial amount of money to help support the search. Senator Brown had to borrow the money, he said.

"The media sort of makes out as if I'm some type of hero, that's some sort of clap trap.

"I'm only a minor player. The family themselves ... have done the most incredible job to get the young couple out, quite amazing."

He said the Brennan family contracted a UK company to rescue Mr Brennan and Ms Lindhout, after the government couldn't get them released.

"Finally the family took the whole thing back and got some experts from the UK who are experts at this and then the experts said within 90 days we'll have them out, and within 90 days they did."

He said the Brennan family had sold some of their property to finance the search.

Mr Brennan and Ms Lindhout flew out of the Somali capital, Mogadishu, in a chartered plane to Kenya early on Thursday.

An estimated three million Muslims have traveled to Mecca to perform the Hajj. This year, 12,000 American Muslims are performing this particular pillar of Islam.


Millions of Muslims, including thousands from the US, are making the annual pilgrimage to Mecca, called the Hajj.   

American Muslims start their journey by chanting their commitment to the pilgrimage.

"We say, 'here I am Allah, here I am Allah, at your service.' So whatever Allah wants us to do, is what we want to do and we want to use this as a way to commit ourselves to Allah the rest of the year and the rest of our lives as well," Safi Khan, a Pakistani American, explains.

His wife Samira is a medical technician. She says, for her, pilgrimage is a way to move closer to God.  "It is very uplifting spiritually to see all the people from different backgrounds getting together focusing on one thing, that is to worship one God," she said.

During the Hajj, the pilgrims will circle the Kaaba, considered by Muslims the house of God. Muslims believe that God ordered the Prophet Abraham to build a house of worship on this site.  

Baqir Imrani is a high school teacher performing the Hajj for the fifth time.  This year he is praying for a universal cause.

"My prayer is: world peace for every one especially the Muslims, because they seem to suffer the most now," he said. "So hopefully we will wake up and take the right steps to bring peace in our own lands and contribute to bring the world peace." 
            
The journey requires elaborate preparation as well as documents, a good amount of money and vaccinations. 

Saudi authorities say that because the Hajj is a religious event, they are not banning anyone because of the H1N1 flu. But they have urged countries to follow precautions, such as age restrictions and vaccinations. 

Adel El Farmawani is a travel agent for Muslim pilgrims in the U.S.  He says some pilgrims will stay in double rooms, others in rooms that accommodate four.   

"The average cost for the five star Hajj program is about eight thousand dollars and the four star program is about 5,000," he said.

Sheikh Irfan Kabeer Eldin is the group's religious leader. He instructs the pilgrims on how to perform the Hajj. "I give talks to tell them how to do each step of the Hajj," he said.

As they board the plane, the pilgrims continue to chant. When they approach their destination, the airport at Jeddah, the women will be wearing white dresses and head covers, while the men will be wearing two pieces of unsewn white cloth to reflect human equality and unity before God.

After the pilgrimage, American Muslims will join Muslims around the world in Eid Al Adha, the four day feast celebrating the end of the Hajj.
