The top United Nations official for Somalia has welcomed the country’s recent adoption of a federal budget as a major milestone in its economic development, bringing it one step closer to gaining access to funds from international financial institutions.

“This is a sign of just how far Somalia has come over the past few years – it’s getting closer to being able to stand on its feet financially, like most other members of the international community. Once key reforms and revenue collection measures are working, Somalia will be able to receive grants and concessional funding from international financial institutions, instead of relying so heavily on donors for its financial needs,” said the Secretary-General’s Special Representative for Somalia, Michael Keating.

“What this means for the Somalis on the street is the real prospect of more schools, hospitals and other much-needed infrastructure as the government will be able to borrow money at fair interest rates on international markets,” he added. “It’s also a sign of growing stability, and the previous and current governments should be commended for their efforts in reaching this point.”

The International Monetary Fund (IMF) says Somalia owes $5.2 billion to its international creditors. Its parliament approved a 2018 budget last week, and the $274 million package is a significant step towards meeting the fiscal reform requirements of the IMF’s ‘Staff Monitored Program’ (SMP) for the east African country.

The SMP is designed to foster economic reconstruction efforts and enable countries to establish a track record of policy and reform implementation. Somalia had already completed its first SMP in 2016-2017.

“We are encouraged by the authorities’ commitment and by the pace of reforms to restore key economic and financial institutions, and welcome their efforts to keep the program on track,” the IMF said in a news release following its meeting with Somali authorities last week. “The authorities’ performance under the SMP through September 2017 was broadly satisfactory.”

A final decision on Somalia’s compliance with the requirements of the SMP for 2017 will be made by the IMF next year, and negotiations will be initiated on a follow-on SMP.

Special Representative Keating called on the country’s leaders to ensure that next year’s assessment of Somalia’s progress is a positive one, with any political differences resolved through dialogue and a spirit of goodwill.

“Political stability can only help Somalia in this regard,” he said. “It will help attract both public and private investment, and reinforce the country’s progress towards financial empowerment.”

Somalia has been unable to service its foreign debt since civil war broke out in 1991.

Plagued by drought and armed conflict, as well as under-development, Somalia currently relies on international donors for much of its financial needs. Federal President Mohamed Abdullahi Mohamed ‘Farmaajo’ has repeatedly called on the country’s international creditors to grant Somalia debt relief under the so-called Heavily Indebted Poor Countries Initiative (HIPC), which the IMF and World Bank established in 1996 to ensure that no poor country faces a debt burden exceeding its capacity to service and manage.

DP World to fund improved water and healthcare access in Somaliland


In line with the Sustainable Development Goals (SDGs) of the United Nations to build a better world over the next 15 years, DP World will provide a US$ 2 million donation to help increase water availability and improve healthcare in Berbera following an agreement with the Government of Somaliland.

The funding builds on DP World's ongoing work in Somaliland where it has a 30-year concession to develop a multi-purpose project at the Port of Berbera. The initiative aligns with the UN's 17 goals for sustainable development that address major issues such as access to clean water and sanitation, ending poverty and hunger, improving health and education, combatting climate change, and protecting our oceans and forests. It also forms part of DP World's "Our World, Our Future" global sustainability programme.

As part of the project, DP World will drill four water wells in Berbera and three outside the Sahil region to address recent water shortages and meet the increasing demand for water following the growth of Berbera's infrastructure and the development of the port. The Sahil region has been affected by a devastating drought for two years and only one in three people in Somaliland currently have access to safe drinking water, according to the United Nations. Part of the donation will also help finance improvements to the Berbera General Hospital and the Berbera Mental Hospital, to ensure access to better medical facilities and reduce the need for local residents to travel outside of the town when they require assistance.

DP World Group Chairman and CEO, Sultan Ahmed Bin Sulayem, said: "The UN's Sustainable Development Goals fit with our intention to work in a sustainable and responsible way, especially our commitment to minimise impact on our environment and to build vibrant, secure and resilient societies. This support for Berbera is part of our commitment to help develop the areas in which we operate and we are confident that our donation will have important benefits for many people across the region. We look forward to continuing to work closely with the Somaliland authorities and local people to improve people's quality of life through key infrastructure and sustainability projects."

Since taking over the Port of Berbera, DP World has backed a range of initiatives on water scarcity, education and healthcare in the Sahil region. Ongoing efforts include donating 4.5m litres of water to the drought committee in Berbera, sponsorship of 11 schools and a maritime education academy, as well as two hospitals and a clinic. To help tackle food insecurity and famine in the area the company has also supplied 3,000 families with food provisions.

This year Somaliland national budget needs broader consideration, as it is nearly certain that new leadership will take power at the start of the year. The governing party leadership should have their input in the coming budget. The vision of Presidential candidate of the governing party should be given top priority. By any standard review and revised budget by the new leadership is a must.  This is normal as a governing party ensures continuity of its plans and injects new projects and schemes seen as essential by the new leadership. 

The idea of preparing and planning for better budgeting is within the principle of better accountability. It is cornerstone for enhanced resource management and strengthening good governance. It ought to give an amble time for discussion, consultation, and review prior to its approval in Executive and the Legislative bodies. On the other hand, nearly every item in the budget is flexible, and the government has the possibility of redirecting expenditure or making changes in both revenue and expenditure. That flexibility calls for broad involvement and practical participation of line Ministers throughout its preparation.
Budgeting as part and parcel of national planning starts with President’s vision shared with and committed by the cabinet and tunnelled down through government hierarchy. Leadership provides prioritized resource allocation and targets on social, economic and industrial activities of the nation.

The National Budget has to be developed and properly linked with National Development Plan. There ought to be coordination between all government departments in executing their duties to serve a common purpose and to realize leadership vision. Above all cooperation between MoF(Ministry of Finance) and MoP (Ministry of Planning) is a requisite for a viable and visionary plan that can be tied up with fiscal frameworks both medium and operational.

KULMIYE government led by HE President Ahmed Mohamed Silanyo, improved public confidence in government. Expectation was high. This made all our budgets highly stretched which calls out for continuous undertaking to make it achievable. It reflects more than anything else, the desire of the government to reserve no energy in serving public for better quality of life. A budget increase from a mere 45 Million US Dollars in 2010 to over $363 Million for 2017 budget is beyond normal growth.

Dedication to financial efficiency both at collection and distribution points played a momentous role in this colossal increase.

Despite extraordinary energy and commitment to enhance the know-how of our staff, yet the capacity and technical know-how is comparably low. With that in mind, collection of data and its analysis should be improved for better decision making. That is necessary to formulate fair and progressive budget across the nation.

Though a remarkable improvement is made in due course, yet we have not realised all ingredients of modern budget.
 The new KULMIYE Presidential Candidate Mr. Muse Bihi, more than once accentuated his vision regarding financial control and good governance built upon premises to engage war on corruption and mismanagement. This calls for proper, well defined budget where rules and roles are clearly defined, and responsibilities and authorites are unmistakably distinct. Mr. Bihi also underlined the need of fair and equal distribution of resources.
 Budget with that vision needs careful and in-depth analysis of all variables and factors that influence both macro and micro-economy across the nation, by sector and by district. Hefty this task is, it cannot be realised within one budget term but should be the target to realise it, sooner possible and of course within the term of Bihi’s Presidency. 
 A comprehensive and inclusive planning covering all sectors of government departments and agencies is necessary.

The following has to be considered for an input:

Economic parameters i.e. future rate of inflation, and exchange rate.
Macroeconomic statement, covering GNP and employment level.
Coordinated and shared Budget priorities
Departmental ceilings and targets.
Regional and district sub-budgets (Devolution)
Agreed organization of budget preparation (Timeline schedule)

All these necessitates inter-ministerial coordination and across board cooperation of all departments and agencies.

For better forecasting the following are necessary:

Line ministers are responsible and liable for drawing and implementing policies in their sector. In line with overall targets and priorities, they should be responsible for developing sectoral policies and budgets.
Ministries should have professional capacities to collect and analyse essential information needed for trade-offs among projects and programmes.
They should be responsible to formulate guidelines for their departments and dissecting their draft budgets.
Ministry of Finance has the leading role in budget preparation, coordination, reporting, monitoring and controlling.
MoF should have sufficient authority and power to ensure both fiscal targets and strategic prioritization among sectors.
MoF establishes guidelines for preparing Ministries’ programmes.
It reviews line ministers’ requests, scrutinizes, and adjusts against fiscal policies.
MoF facilitates decisions on major policy choices and allocation of resources, but do not make these decisions all alone.
Equally MoF has to review and screen requests, and not prepare them.


Complex interdependency of macroeconomic constraints as well as government revenue and expenditure needs technical and statistical in-depth analysis. A higher economy growth will most likely lead to increased employment and a corresponding increase in income tax revenue. Higher incomes tend to increase consumption with a resulting increase in custom duties of goo ds. A drop in the unemployment level will have the same effect as it will increase direct tax rev enue. Vice versa results will be achieved from opposite economic trend.


CONCLUSION:

 Visionary input must be the guiding principle and should be physically present.
 Regional involvement will enhance democratization of national resources allocation.
 Due to lack of technical capacity in most Ministries and with good faith, MoF is obliged to extend its contribution taking an extra burden to complete budgetary processes.
 Complete practical review of budget system in each and every level is necessary in order to improve fiscal management.
 A full-fledged civil service reform to raise public sector efficiency is positive and essential contribution to good governance and accountability needed for better budgeting and efficient resource management.

A progressive system of taxation will reduce the heavy burden of indirect tax on the citizens at the lowest level of economy ladder.

Ethiopian Government Acquires Land in Sudan for Port Development


Ethiopia-to-acquire-land-Port-SudanAugust 19, 2017 - Following this week’s Ethiopian prime minster, Hailemariam Dessalegn’s visit to Sudan, the two countries have inked an agreement that would enable Ethiopia to develop a port facility at the Port Sudan through which Ethiopia plans to handle half of its foreign trade volume. 
According to Dessalegn Ambaw, Ethiopian Transport state minister, the idea of securing land has to do with constructing a port facility that would handle Ethiopia’s foreign trade mostly imports of goods. Port Sudan is the latest in the list of alternative port outlets that the Ethiopian government is looking to use in the region. Dessalegn declined to name the country opting it is too early to make it official, but he mentioned of another neighboring country currently in talks with Ethiopia for a possible deal to sell its port services to Ethiopia. The state minister also declined to verify the size of the land Ethiopia has secured in Sudan.
However, it is clearly known that Ethiopia has recently secured a stake at the Port of Berbera in Somaliland. It is to be recalled that the Dubai based, DP World, has secured a landmark lease agreement at Berbera lasting for 30 years. DP is set to invest USD 442 million to renovate the port assuming major managerial and control operations of the port. The government of Somaliland upholds a 35 percent control of the port management. This deal, though not officially affirmed, brings Ethiopia into play where the country is presumed to have secured access in the Red Sea port where some 19 percent of the port will be dedicated to Ethiopia’s cargo.
Furthermore, the government of Djibouti has been investing on a massive scale to construct additional port facilities which primarily targets Ethiopia’s imports. Apart from the long-serving Port of Djibouti, four additional ports are being constructed and up on completion all will be targeting the Ethiopian market. The expanding Ethiopian economy remains unquenched when it comes to port outlets and the government has been busy looking for more alternatives looking as far as Mombasa in Kenya.
Back in 2015, while drafting the national logistics strategy, Mekonnen Abera, director general of the Ethiopian Maritime Affairs Authority (EMFA), indicated that developing ports in other countries for the landlocked Ethiopia is one of the potentials to explore to ease its logistic congestion which is stifling Ethiopia’s foreign trade sector for years. Despite the fact that Ethiopia relies on the Port of Djibouti to handle some 95 percent of its foreign trade turnover, Mekonnen had noted that Somaliland and the Sudan could serve as good alternative outlets to the country. Mekonnen said that Berbera and Port Sudan are providing limited port use services to Ethiopia recently. There are trials shipments via Port Sudan where bulk of chemical fertilizers are among the commodities shipped through Port of Sudan.

Queen's Speech 2015: EU referendum, tax freeze and right-to-buy

An EU referendum by the end of 2017 is among a packed programme of new laws in the first Conservative-only Queen's Speech in nearly two decades.

It also includes more free childcare, an income tax freeze and the right-to-buy for housing association tenants.

David Cameron said the 26-bill package was a "programme for working people" that would create full employment and "bring our country together".

The measures were unveiled by the Queen amid the usual pomp and ceremony.

The proposed legislation includes:
A ban on income tax, VAT and national insurance increases for five years
30 hours free childcare a week for three and four-year-olds by 2017
Cutting the total amount one household can claim in benefits from £26,000 to £23,000
More devolution for Scotland, Wales and Northern Ireland and "English votes for English laws" at Westminster
500 more free schools and more failing and "coasting" schools turned into Academies
A ban on so-called legal highs
A "truly seven day" NHS by 2020

Many of the proposed new laws were promised by the Conservatives during the general election campaign.

But Mr Cameron will be able to press ahead with plans previously blocked by the Liberal Democrats after winning an overall majority on 7 May.

These include an Investigatory Powers Bill to give intelligence agencies new tools to target internet data, dubbed a "snooper's charter" by critics.

But the prime minister has delayed plans to scrap the Human Rights Act to avoid a potential confrontation with his own backbenchers. Instead, the government will bring forward proposals for a British Bill of Rights to replace the Human Rights Act, with legislation expected following consultation later in the parliament.

There was no mention in the speech of a promised free Commons vote on repealing the fox hunting ban, but environment secretary Liz Truss said the vote would happen by 2020.

Mr Cameron's flagship policy of giving 1.3 million housing association tenants in England the right to buy their homes at a discount, was in the Queen's Speech.

Another key priority for the new government is Chancellor George Osborne's Northern Powerhouse plan, with a bill paving the way for HS2 and another piece of legislation enabling cities to bid for an elected mayor, with more powers over transport, planning, policing and health.

There is also a Trade Unions Bill, imposing a 50% turnout threshold on strike ballots, with a further requirement in essential public services for strikes to be supported by 40% of those entitled to vote.

Reading out the speech, which is prepared for her by the government, from her throne in the House of Lords, Her Majesty said: "My government will legislate in the interests of everyone in the country.

"It will adopt a one nation approach, helping working people get on, supporting aspiration, giving new opportunities to the disadvantaged and bringing different parts of our country together."

Mr Cameron described his first legislative programme as the head of a Conservative government as an agenda for "working people," with three million more apprenticeships promised over the next five years and a new law to ensure the minimum wage remains tax free.

"There should be a job for everyone who wants one - in other words, full employment," said the prime minister in his introduction to the Queen's Speech.

He said that after the British economy was hauled back from the brink of disaster in 2010, the UK now stands "on the brink of something special".
'Bold first step'

"We have a golden opportunity to renew the idea that working people are backed in this country; to renew the promise to those least fortunate that they will have the opportunity for a brighter future; and to renew the ties that bind every part of our United Kingdom.

"We now have the mandate to deliver that renewal. And it starts with this Queen's Speech."

He described the programme as "the bold first step of a One Nation government," which would create a Britain whose people could "get a decent job, have a good education, buy a home of your own, have dignity when you retire and feel safe and secure throughout your life".

But Lib Dem leader and former deputy prime minister Nick Clegg accused Mr Cameron of abandoning the "liberal stance" espoused by the previous coalition government.

Harriet Harman, Labour's acting leader, said the Conservatives wanted to "set the nations of the country against each other" and threaten "basic rights at work".

The SNP said the Scotland Bill, would be a test of Westminster's "good faith" towards the Smith Commission, the cross-party group which recommended more powers for Holyrood, such as setting income tax rates and controlling a share of VAT.

WHAT MAKES A PERSIAN SHEEP SPECIAL

Many people when seeing Persian sheep for the first time mistake them for goats.  They are however a handsome breed of sheep.  The outstanding feature of Persian sheep is their colour and pattern.  Persian sheep come in two basic varieties:-
1. Coloured head(kleur kop in Afrikaans)– in this variety the entire sheep is white except for the head which can be either black, brown, red, tri-colour or blue.

2. Harlequin or Speckled – these sheep have solid coloured heads, legs and tails, while the body is covered with spots and patches on a white background.  The pattern on each  individualsheep is unique.   Harlequin Persians are called ‘Skilder Sheep’ in Afrikaans which literally means painted sheep . This term describes these beautiful animals well.  These sheep are extremely attractive and can also either be black, brown, red, tri-colour or blue

Both varieties can be routinely inter-bred and the resultant lambs always have the distinct pattern of one variety or the other. Genetically the ‘coloured head’ pattern is recessive to the harlequin pattern. This means that to breed a ‘coloured head’ lamb either both parents must have coloured heads or be carrying the ‘coloured head’ gene.

In both varieties the hooves are coloured and match the coat colour. The ewes do not have horns. The rams  also generally do not have horns but approximately  one in fifty rams having small horns that sit flat against the head.
Persian sheep  also have a number of distinctive structural features. They have a large flap of skin called the ‘dewlap’ which extends below their throat and  also a prominent anterior breast bone called the ‘manubrium’.  When in good condition they store fat naturally in an area around the tail base.  This fat can be used as an energy source and is a characteristic shared by some other African breeds of sheep.  Because of this characteristic this group has sometimes been referred to as ‘fat bottomed’ sheep.

Persian sheep have a unique tail which is about the size of a human finger and sits at a somewhat quirky angle on top of the tail fat pad.  The first part of the tail is attached to the rump while the second part is pushed upwards and ends in the tassel or ‘sambokkie’ which hangs down perpendicularly.  The overall appearance is that of an attractive, exotic animal.

Breeds of Livestock - Blackhead Persian Sheep...Is it originally from Somalia

blackheadedpersian-web-1.jpgThe Blackheaded Persian originated in the arid regions of east Africa in what is nowSomalia. It is one of the fat-rumped breeds and both sexes are polled. The breed is now found in South Africa where they are sometimes known by the name Swartkoppersie (Afrik.). It also found its way to the tropics of the Caribbean region via South Africa many years ago.
The Caribbean population has adapted well to the humid tropics. The breed known in Brazil as the Somalis Brasileira, Brazilian Somali or Somali Blackhead is also largely of Blackheaded Persian decent with some authors suggesting local breeds also make up a small percentage of the genetics. It is recognized as an official breed by the Brazilian Sheep Breeders Association. They have a white body and black head and neck with the two colors sharply distinguished. They have a fat rump, short legs, and a compact conformation. In the Caribbean region, the average litter size was 1.08, and the 95 day lamb weight was about 13 kg for singles. Mature ram and ewe weights are approximately 50 and 30 kg, respectively.

Somaliland entices tourists


The quasi-independent region of Somaliland is trying to market itself as a tourist destination. 
On the walls of the Oriental Hotel, built in 1953 and the oldest in Hargeisa, Somaliland’s capital, are new posters depicting beaches and historic sites under the hopeful banner: “Wonderful Somaliland – The Newest Tourist Destination in Africa”.
Developing a tourist industry offers one means to boost Somaliland’s livestock-export-dependent economy and change global perspectives that remain focused on Somalia to the south, continuing not to recognise Somaliland’s 1991 declaration of independence.
No one claims it’s going to be easy, however, especially given Somaliland’s continuing lack of statehood and most Western governments warning citizens against all travel to it as part of Somalia. Fortunately, not all tourists come from the West.
“Ethiopia is our neighbour and with its large population offers a big market,” says Mohammed Abdirizak, manager of Hargeisa-based Safari Travel Tour and Culture travel agency. “Many of its middle class are going to Kenya and Djibouti for holidays when they could be coming here.”
Somaliland has much to attract Ethiopian tourists and other nationalities: 850km of virgin undeveloped coast line, some of the world’s oldest rock art in the Las Geel caves, ancient mosques, traditional camel markets, and more.
“The feedback we get is good,” says Jim Louth, director of UK-based adventure travel company Undiscovered Destinations, which sends small tourist groups to Somaliland twice a year. “They find the local people are very nice, Las Geel with it rock paintings is a big hit, and they like the feel of Hargeisa.”
Already Somaliland’s diaspora are returning to discover a homeland which many never knew after fleeing the 1980s civil war that killed tens of thousands and almost destroyed its infrastructure.
And in addition to Ethiopia’s burgeoning middle class, Somaliland could also benefit as an onward destination for the increasing tourist numbers lured to Ethiopia, says Mark Rowlatt, a 56-year-old habitual traveller planning his Somaliland itinerary from the Oriental Hotel. Estimates for tourists to Somaliland in 2014 are hard to verify and vary from 300 up to 1,300. Though hardly a deluge of visitors, for Somaliland such numbers are a significant step in the right direction. Although improving that trend faces a major obstacle.
“I don’t see tourist numbers increasing while Western governments have travel advisories in place,” Louth says. “Poor old Somaliland is placed with Syria and Yemen, and that means you won’t get hotel groups interested or foreign investment in infrastructure either.”
And infrastructure needs improving – or simply building. The ancient maritime town of Berbera beside the Gulf of Aden offers a rickety and crumbling façade near much of its waterline. “There’s very little at the beaches in terms of infrastructure – there needs to be more,” says Georgina Jamieson, development director for UK-based tourism consultancy service Dunira Strategy. “Though that’s part of the beauty, it’s very untouched. Some say it’s like what Egypt looked like prior to its tourist boom.”
But in addition to inadequate infrastructure – a problem not limited to beaches – dissuading more mainstream tourists, Somaliland’s strict Islamic culture means women swim fully clothed and no cold beers are served at sundown. And already there are increasing reports of thefts on the beach and foreigners being aggressively hassled for money.
“We concluded that over the short term Somaliland’s historical sites are its strongest assets,” Jamieson says of a 2014 Dunira Strategy feasibility study of heritage tourism as a driver of sustainable economic growth in Somaliland.
“The only way we can sell the country’s assets is to have international recognition,” says Jama Musse, director of the Hargeisa Culture Centre. “Tourism will not grow without that recognition. It’s a simple fact. The world does not know about us.”
As a result, Musse explains, foreigners don’t know who to contact, no one takes responsibility, and the types of institutions normally operating abroad to protect tourists’ interests don’t exist. And with no proper authority recognised, there’s the danger of anyone offering advice without accountability. Some say Somaliland’s government isn’t doing enough to support tourism, although it could be excused as distracted by more pressing matters. Somaliland’s economy remains perilously fragile, with non-statehood depriving it of large-scale international support and access to global financial systems and institutions. In addition, poverty is widespread and swathes of young men lounging on streets testify to chronic unemployment rates, all of which could undermine peace and security.
For now, though, Somaliland’s peace holds, and those tourists choosing to take their governments’ travel advisories with a pinch of salt can visit in relative safety. On a late February Friday afternoon at Berbera’s Baathela Beach, one visitor seemed suitably impressed. 
“With its small waves it reminds me of the Mediterranean,” says Xavier Vallès, an NGO health consultant in Somaliland who grew up next to the beach in Barcelona, before stripping off to take a dip.
