2010: Road to Democracy blocked

In the Coke Zero commercial, an impatient young man says, "It's 2010. Weren't we supposed to have time machines by now?" Human rights supporters have equal cause to ask, "Weren't we all supposed to have democracy by now?"

In 1992, after the collapse of the Soviet empire, Francis Fukuyama wrote that "for a very large part of the world, there is now no ideology with pretensions to universality that is in a position to challenge liberal democracy, and no universal principle of legitimacy other than the sovereignty of the people." A host of despots, however, has managed just fine without a universal principle.
The world is freer and more democratic than it was then. But advances have been stymied by dozens of repressive regimes. The human rights group Freedom House said in January that the previous four years made up "the longest continuous period of deterioration" in the nearly 40 years it has kept tabs. This year brought no evident turnaround.
That is fine with the rulers of China. Liu Xiaobo was awarded the Nobel Peace Prize for his efforts to advance democracy and free speech, which had also earned him an 11-year prison term. 

In North Korea, the ailing Kim Jong-il installed his son Kim Jong-un as heir apparent — proving that Marxism can coexist with monarchy. A former Nobel Peace Prize laureate, Burma's Aung San Suu Kyi, was released from seven years of house arrest after her jailers won elections that were widely denounced as rigged.

A Pentagon cable published by WikiLeaks said Robert Gates told his French counterpart that "Russian democracy has disappeared." Elections in Belarus were not free enough to deprive re-elected President Alexander Lukashenko of his claim to be the last dictator in Europe.
The American effort to spread democracy in the Middle East and Muslim world encountered fierce headwinds. Afghan President Hamid Karzai took over an election commission after it had the nerve to find rampant irregularities in the election he won last year. Unhappy with the U.S. government, he told the American ambassador, "If I had to choose sides today, I'd choose the Taliban."

Iraq held elections that didn't produce a new government until nine months later, during which time authorities banned political demonstrations. In Egypt, the opposition Muslim Brotherhood went from 88 seats in parliament to one. "At least get creative in how you rig the elections," one newspaper publisher implored President Hosni Mubarak, who has been in power for 29 years.
On the other side of the globe, 85 percent of Venezuelans said they don't want their country to resemble communist Cuba. But President Hugo Chavez nationalized hundreds of businesses, closed down the last remaining opposition TV station and expelled a member of the European Parliament for calling him — I am not making this up — a "dictator."

Retired Cuban autocrat Fidel Castro, meanwhile, admitted the communist economic model "doesn't even work for us anymore." The number of political prisoners in Cuba fell to the lowest level since 1959.

Haiti suffered a horrendous earthquake, a cholera epidemic and a chaotic national election spoiled by violence and fraud. Nicaraguan President Daniel Ortega made it plain he will run for re-election in 2011 even though the Constitution forbids him from seeking another term. 
In Africa, there are modest signs of progress. The number of coups on the continent fell by more than half in this decade compared to the one before, and 48 countries were scheduled to go to the polls this year. 

Successful, credible votes took place this year in Tanzania and Somaliland. Guinea's military junta yielded to civilians after the country's first democratic election.
But many exercises in democracy were a sham. Sudanese President Omar al-Bashir, wanted by the International Criminal Court on war crimes charges, won after warning that if international poll watchers caused trouble, "we will cut off their fingers." 
This year served mainly to vindicate the desires of tyrants and the fears of pessimists. To recapture the sense that the world is destined for universal democracy, you'd need a time machine.

US Government Officially invites Somaliland President

Hargeisa (JMG)- Foreing Minister Dr. Mohamed Abdilahi Omer announced that President Ahmed Mohamed Silanyo was offially invited by the United State government. Before his departure to Addis Ababa for a 4 day follow up visit this week.

Dr. Omer Said: "The President has accepted the invitation from the US government and that the visit will be fixed at jointly agreed date."

The minister added that he is not aware of any one else (Politician from Somalia) who is invited.
US under Secretary for African Affairs Ambassador Donald Yamamato Confirmed the invitation of President Silanyo, but did not give any specific reason.

The Ambassador said that bilateral relations, US aid to Somaliland, the new US government policy towards Somaliland and increased direct aid.

Burglars attack an elderly woman

Hargeisa (somalilandpress)- Yesterday early in the morning at 5:30 a group of thieves attacked and threw Fadumo Mohamed Yusuf a 65 aged mother from Hargeisa's main bridge. The elderly woman told the police that the thieves tried to snatch her small handbag and then after they took it they threw her off the the Hargeisa Bridge.

Fadumo is a mother of seven orphanage children and every morning she goes to work at 5am to Hargeisa market where she works as hawker of small goods. She was taken to Hargeisa City Hospital for treatment to cut on her hands, fractured leg and ribs.

From her hospital bed Faduma was able to speak with the media where she told them how the attack happened"we were almost six women, and we were walking over the Hargeisa Bridge one man with a big knife stood in front of us and immediately he seized to my shoulder and then dropped me down the bridge and I became unconscious. The other women were shouted and run away, the thieves then took my hand bag and disappeared."

One of the Hargeisa hospital Medical staff told to Somalilandpress that the number of burgler victims has increased last few months. Chief of Somaliland police commission Elmi Rooble Furre (Elmi kabaal) told reporters today that more 700 thieves were released from the prisons of Somaliland, the chief of Somaliland Police Commission also insisted that prisons buildings in Somaliland are almost destroyed and couldn't hold numbers of thieves.

This isn't the first time that the thieves are made such horrible cases in Hargeisa, but the last months, injuries and deaths from the burglars at night and early morning times are more increasing then as before.

Hargeisa the capital city of Somaliland is now crowded with multi ethnic and different cultured people. People are consisted those displaced from southern Somali, Ethiopia. Even though; Hargeisa is now crowded by other Somaliland regions inhabitant due to lack of employment and without resources.

Africa need to learn from Somaliland, and ask them how they have peacefully conducted two elections, and undergone two peaceful transfers of power

IVORY COAST – What is going there in Ivory Coast is a good example of an African dictator who lost the election and refused to respect the peoples' call. This typical play book how these African dictators drag whole nations down the drain for their selfishness, and love of power. 

There is nothing new here, in the recent past something like this had happened in Zimbabwe, Kenya, Ethiopia and many other places. Fifty years after the failure of Africa's post independence nation state, Africa for live presidents are still wrecking havoc, the difference this time is their power is no longer overwhelming or the absolute power in the country.   This just the tip of the iceberg, and what is happening in Ivory Coast, Sudan, Nigeria, Zimbabwe, Guinea and so many other places in Africa is a prelude to a grim future for the dark continent. Africa remains the least developed, poorest,  and the least democratic continent in the world. Worse than that there are almost no emerging powers from there. South Africa, once a hope of the continent is a real disappointment and now changed into one of the most violent and lawless states in the world.

According to the latest reports from Ivory president Laurent Gbagbo has started death squads who are targeting opposition supporters. Mr. Gbagbo has lost the presidential elections few weeks ago to the opposition candidate Mr. Ouattara. The opposition is accusing Gbagbo's security forces of waging terror with the help of Liberian mercenaries. According to Amnesty International, numerous people were arrested by security forces or militiamen loyal to Gbagbo. The UN says more 6,000 people have fled the country. The opposition is calling the people to wage a peaceful campaign of civil disobedience.
South Sudan will undergo a referendum where then people will have the choice to become an independent country. Most political observers predict the majority of the people of South Sudan will choose to become an independent country. South Sudan referendum will genuinely pave the way to the demise of Africa's artificial post colonial state. This will surely change Africa's so-called inviolable borders once and for all. At any rate South Sudan referendum will be a very interesting event. This surely help Somaliland's quest for a dejure recognition from the broken international community.

The leader of Germany's 26 million Catholics spoke out Tuesday in defence of Muslims and warned Christians to stay on their guard against hatemongers.

Archbishop Robert Zollitsch, the head of the Catholic Bishops' Conference, told the German Press Agency dpa that his church wants more dialogue with Muslims.

Asked if current anti-terrorist alerts might lead to discord between Christians and Muslims, he said 'there has been no sign of it' as far as he can tell.

'Christians as well as non-religious people in our country can differentiate perfectly well between terrorists, whatever ideology they follow, and their Muslim neighbours,' he said.

Zollitsch also noted that Muslims in Germany 'are just as much endangered by the (terrorist) threat as everyone else.'

'They have the same interest in effective and at the same time moderate policies by the state as the rest of the population,' he said.

Netherlands: Terrorists suspected of planning to shoot down helicopter

The Somalis who were arrested in Rotterdam Friday evening planned to attack the Gilze-Rijen air-force base, Dutch newspaper De Telegraaf reported Tuesday. The paper said that intelligence sources had 'very concrete indications' that the suspects planned to shoot down an Apache helicopter. They did not yet get weapons to carry out the attack.


The twelve Somalis were arrested on Christmas Eve, in a call shop and four residences in Rotterdam, as well as two hotel rooms in Gilze-Rijzen, next to the base. No weapons or explosives were found. The police and prosecution said they carried out the arrests in order to prevent an attack.

The Somalis are suspected of links with al-Shabaab, according to sources in the Netherlands, Kenya and Mogadishu. One of the men, Mohamed Abdullahi R., is a family member of the commander of al-Shabaab, Mohamed Garmashaqo, and has the same nickname.

Six of the Somalis were released - five on Sunday and one on Monday - and the police say there are no further suspicions against them. Two Danish Somalis (aged 30 and 40) were among those freed. The six intend to lodge a complaint against the Dutch security service (AIVD). The brother of one of the former suspects, the owner of the call shop where the arrests took place, intends to join them. They are also checking whether they can get compensation for the wrongful arrest.

The Federation of Somali Associations in the Netherlands (FSAN) said they were 'stunned, but not totally surprised' by the arrests. Spokesperson Mohamed Elmi said that earlier this year they informed the Ministry of Internal Affairs that some youth ran the risk of radicalization, after the ministry asked in June if they had noticed anything.

In 2009 the AIVD (Dutch intelligence and security service) reported that the jihadist struggle in Somalia was receiving support from the Netherlands. The support was reportedly being given to al-Shabaab ('The Young People') - a Somali organisation with links to al-Qaeda - which controls most of southern and central Somalia.

In its 2009 annual report the AIVD wrote: “In addition, Somalia is seen by radicalised youths as a destination for jihad.” However, the national security service found there was “No concrete threat from Somalia against the Netherlands".

In 2009, four Dutch tourists were arrested in Kenya on suspicion of being en route to a jihadist training camp in Somalia. Three of them were of Moroccan descent, the fourth was a Dutch Somali. Three of the suspects were extradited to the Netherlands where they were put on trial but acquitted because of a lack of evidence. The fourth suspect was extradited to Morocco where he is still being held in custody.  

Also in 2009 a Somali was arrested in an asylum seekers' centre in the Dutch town of Dronten at the request of the US authorities. The man, actually a resident of Minnesota, was allegedly involved in raising funds for al-Shabaab. He was extradited to the US in May after protracted legal wrangling.

Twelve Somalis were arrested by the Dutch authorities on 24 December. The Dutch national intelligence service AIVD says they were planning a terrorist attack. Now Somalis in the Netherlands find themselves in the media spotlight: is their community here a breeding ground for new 'Muslim' terrorists?

The Netherlands is home to at least 27,000 Somalis who have fled the violence in their native country. The first wave of several thousand refugees arrived in the Netherlands around 1990. A second wave of refugees started five years ago.

Somalia appears to be locked in a state of perpetual civil war as a result of clan rivalries and the fight between Islamist militias and the interim government. Now it seems they are not even safe in the Netherlands. Dutch newspaper De Telegraaf quotes an anonymous source as saying that the AIVD has ‘concrete information’ that the Somalian detainees – thought to have ties with Islamist militia al-Shabaab - were planning an attack on the Gilze-Rijen air force base and intended to bring down one or more Apache helicopter gunships with rocket-propelled grenades.

Ali Ware, director of the Amsterdam Somalian Association Somvao says: “Members of the Somali community are talking to each other, asking each other how this came about and whether the accusations are true. And they are curious about how the situation will develop. I know this has an impact on the Somali community because we are now being seen as a terrorist community. And with some justification, but some (of the suspects) have apparently been released and we will just have to wait and see.”

Several extremist Islamic organisations are active in Somalia. The AIVD has warned that Somalis in the Netherlands and other countries are receptive to the ideas of the jihadists. The Dutch Somali umbrella organisation FSAN has also warned of this danger.

Integration
Many official reports point out that the Somali community in the Netherlands is badly integrated in Dutch society and faces numerous problems: high unemployment, little education, highly dependent on welfare payments, high crime rates and an inadequate knowledge of Dutch.

How is it that Somali face so many problems? Ali Ware says that is a difficult question:

“The first people to come here during the war were from the cities. They were mostly well-educated businessmen and civil servants. Their diplomas were not accepted and it was difficult to find work. Some of us emigrated to the United Kingdom. The Somalians who came here in the past five years lived through years of protracted conflict. They are traumatized and uneducated. This is a separate group, which requires much attention.”

Frustrations
AIVD reports suggest young Somalis frustrated with their lack of prospects in Dutch society may be taking recourse to extremist Islamic organisations. Ali Ware knows that other Dutch Somalis are worried about this as well. Mr Ware says he does not know anybody who is active in jihadist circles, but he does understand the frustration among his compatriots.

“It’s normal, you see. When people have no perspective, when they cannot find work or when their diplomas have little or no value, they remain stranded in a very low socio-economic class. And that can lead to frustration. You have to try to solve your own problems, but sometimes you need the help of other people.”

This summer, parliament ordered the previous Dutch cabinet to develop policies specifically tailored to the needs of the Somali community. Ali Ware would like to see programmes focussing on education and on helping people set up their own businesses. Idleness leads to frustration, he says.

(AFP) – 

PARIS — France has received "proof of life" of one of its secret agents held hostage by Islamists in Somalia since July 2009, the French foreign intelligence service DGSE said on Tuesday.

A DGSE source said the service had received from the kidnappers "a reply to a personal question" to which Denis Allex, a French secret agent kidnapped by an Islamist group, was able to respond, proving he was alive.

"No detail was given by his captors on the state of his health nor on his location or the conditions in which he is being held," the source added.

The source declined to give further details "for obvious reasons of discretion" given the "particularly difficult" negotiations under way with the kidnappers.

Allex was seized in Mogadishu on July 14, 2009, as was another French agent who was held by a different group, Hezb al-Islam, and freed the following month.

In June France's then foreign minister, Bernard Kouchner, said Allex may have been held in the autonomous Puntland region of northern Somalia.

France said the two agents were in Somalia to help train local security forces but the Al-Qaeda-inspired Shebab militant group that seized Allex accused them of gathering intelligence for the French government.

It alleged they were working in support of foreign "forces of the crusade" -- an apparent reference to African Union peacekeeping forces currently comprising some 5,000 troops from Uganda and Burundi.

The Shebab have demanded the immediate end to any political and military support from France for Somalia's fragile central government and the withdrawal of all foreign advisors and private security firms in Somalia.

Somalia has been riven by internal strife for years, with the strongest groups waging a bloody offensive against forces loyal to the weak transitional government.

It is considered one of the most dangerous countries in the world, with several foreign hostages believe to be held on its soil and hundreds of foreign seamen held on vessels seized by pirates off its coast.

MOGADISHU, Somalia (AP) — A leader of Somalia's Islamist insurgency
threatened to attack America during a speech broadcast Monday.
"We tell the American President Barack Obama to embrace Islam before
we come to his country," said Fuad Mohamed "Shongole" Qalaf.

Al-Shabab has not yet launched an attack outside Africa but Western
intelligence has long been worried because the group targeted young
Somali-Americans for recruitment. About 20 have traveled to Somalia
for training and at least three were used as suicide bombers inside
Somalia.
Al-Shabab holds most of southern and central Somalia and has the
support of hundreds of foreign fighters, mostly radicalized East
Africans. It seeks to overthrow the weak U.N.-backed government, which
is protected by 8,000 Ugandan and Burundian African Union
peacekeepers.

The al-Shabab militia launched coordinated suicide attacks in Uganda
in July that killed 76 people. It has also announced its allegiance to
al-Qaida and is believed to be harboring a mastermind of the twin 1998
bombings of U.S. embassies in Kenya and Tanzania that killed 224
people.
The radio message was recorded in the town of Afgoye, near the Somali

trained but he said the program included the renovation of a hospital

Somali officials are frequently killed by insurgents, both in single
assassinations and en masse in suicide bombings and attacks. The
Somali ambassador in Kenya previously said that up to 1,000 men could
be trained in the capital for an anti-piracy force and 300 for a
presidential guard.
Saracen is already training 1,000 men for an anti-piracy force in the
semiautonomous northern region of Puntland.
The program has been criticized by U.S. officials who say it is
unclear who is funding it, what its objectives are and whether it
breaks a U.N. arms embargo.
Jama said the Somali cabinet had discussed those issues and were
satisfied the embargo was not being broken but he did not say who was
funding the program.
"There is a need for training," he said. "There was an effort to slow
down the project (in Mogadishu) because of those concerns."

The arid Horn of Africa nation has not had a functioning government
since a socialist dictatorship collapsed in 1991. Its position on the
Horn of Africa means pirates can use its long coastline to capture
shipping.
Analysts fear that al-Qaida linked insurgents are also gaining ground
across the Gulf of Aden in the unstable nation of Yemen. If Yemen
fell, that would mean failed states on either side of the shipping
route leading into the strategically vital Suez Canal, the route taken
by a substantial portion of the world's oil shipments.

A Swedish court has sentenced a man to prison for performing illegal circumcisions, the first-ever conviction under the country's laws on the circumcision of boys.

A 50-year-old Egyptian citizen was sentenced by Södertorn District Court on Monday to two months in prison for illegally removing the foreskin from small boys.

The man was on trial for having circumcised nine boys without a licence to do so issued by the National Board of Health and Welfare (Socialstyrelsen).

The health board doesn't think Sweden's law works, estimating that only one-third of the roughly 3,000 boys circumcised for religious reasons in Sweden each year have the procedure performed by people with authorisation.

A man used to reject the suitors of his daughter until she ‎became old and he is very regretful. He wants to know how he ‎should deal with this problem and whether he is sinful or not? ‎
The answer: ‎
There is no doubt that this father is sinful for rejecting the suitable ‎suitors of his daughter, as the Prophet, sallallaahu 'alayhi wa ‎sallam, said: "If someone whom you approve of his religion and morals proposes to you, let him marry. If you do not do so, it will be Fitnah (trial) on earth and a widespread corruption." [At-Tirmithi on the authority of Abu ‎Hurayrah  may  Allaah  be  pleased  with  himand Ibn Maajah] [Al-‎Albaani: Hasan]‎
Since it is too late now as your daughter has became old, I advise you to offer her to a righteous man to marry her even ‎if he has one or two wives, because this is better than depriving ‎her of marriage until she reaches menopause. ‎

I am a married woman and I have children. My problem is ‎that my husband steals my jewelry, which my family ‎bought me. I once pretended that I was asleep and saw him ‎doing so. Should I keep silent to protect my family or tell him? ‎
Please advise me.‎
The answer:‎
You are entitled to keep your jewelry and possessions that ‎you bought or that your family bought you. If your husband ‎has stolen anything from it, then show that you are very sorry for ‎the lost or stolen items and ask him to compensate you or search ‎for it.‎
In my view you should tell him that you know that he is the one ‎who has taken the jewelry, as long as you are sure and that is for the benefit of ‎the family. However, you should excuse him if ‎he took some of your jewelry, because he may be suffering from ‎a financial crisis that forces him to sell some of what he owns or what is accessible to him inside the house, and he ‎may bring it back to you after overcoming this crisis.‎

·        Interference of the wife's family affects the life of ‎spouses
The problem:‎
I married one of my female relatives. After two years of our marriage, her ‎family started interfering in our life and caused many problems. ‎This was followed by a calm period and then things worsened. ‎Allaah The Almighty provided us with a child while I was absent. ‎When I went to her father to get her back, he accepted, but I ‎found that my wise wife has changed greatly because of her ‎family.
I left her in her father's house for more than a year in the hope that she would regain her senses and I made some attempts to get her back but I failed. Now, I believe it is better for me to ‎divorce her. However, when I wanted to send her the divorce document, ‎I was asked to bring the marriage contract, which was not ‎registered officially and was lost two years ago. I am perplexed ‎and do not know what to do?‎
The answer: ‎
We advise you to try again to reconcile with your wife and ask some ‎mediators to help you in this respect. However, if you have lost all ‎hope and see that separation is inevitable, then there is no ‎harm and you do not need the marriage contract. You are just ‎required to tell her family that their daughter is divorced and then they ‎are free to marry her off to whoever they want. Nevertheless, it is ‎better for you to document the divorce in the Sharee'ah-based ‎court and then send your wife's family the divorce document. As ‎for the lost marriage contract, you can go to the nearest court to ask for a new marriage document and bring some ‎witnesses with you. ‎

·        Should I ask my husband to provide me with a ‎separate house

My brother-in-law wants to marry and live with us, knowing that I ‎never uncover my face before him, sit with him, or even look at ‎him.‎ He has already married and I want to ask my husband to provide ‎me with a separate house due to the difficulty that I will suffer ‎as a result of this situation. Does this mean that I am sowing dissension between ‎the two brothers? Is this request lawful, knowing that my ‎husband sees that it is better for both of them to live in separate ‎houses? ‎
However, my mother-in-law, who lives with us, wants them to live ‎together.‎
The answer: 
If you adhere to your full Hijaab (Islamic covering) and ‎avoid the prohibited private meeting, then it is better to remain ‎together to please the mother of your husband.‎
However, if this is not the case, i.e., if one of the two wives ‎does not adhere to the full Hijaab or avoid the prohibited private ‎meeting with her brother-in-law, then it is better for you to live in ‎a separate house. Living in a separate house is also better if ‎one of the two brothers is not righteous or cannot be trusted to ‎remain with his brother's wife in the same house. For example, ‎he may harass her, look at her while unawares or enter upon her ‎without permission, and the like. ‎
If this is the case, we advise you to ask your husband to ‎provide you with a separate house to avoid hardship and discomfort.‎
  
·        She deserted her husband because of hair oil
The problem:
My wife started using hair oil that she believes prevents the loss of hair. However, ‎the smell of this oil is disgusting and I asked her not to use it ‎because I do not like its smell.‎
I told her that if it was necessary for her to use something to prevent hair loss, she may use another oil or shampoo with an acceptable ‎smell. My wife got angry and considered this request as something that hurt ‎her. Hence, she abandoned me in ‎bed and sleeps in another room. Please advise me. ‎May Allaah reward you.‎
The answer: ‎
The wife must obey her husband in whatever involves benefit for him as ‎long as it does not cause her harm. In addition, she should ‎adorn herself in such a way that increases mutual love and ‎cordiality between them. She should remove any disgusting smell or unclean ‎clothing. It is also prohibited for her to refrain from allowing her ‎husband to have sexual intercourse with her whenever he wants ‎as long as there is no harm in this for her. The Prophet, sallallaahu ‎‎'alayhi wa sallam, warned the woman who refrains from ‎responding to her husband when he calls her to his bed and ‎he sleeps while he is angry with her. ‎
Finally, we advise the two spouses to try to increase mutual love by every ‎possible means.‎
